Air Quality and Integrated Monitoring

Cel

To integrate the different aspects of air quality monitoring in one of the largest urban areas within the Community in such a way that data can be used as an aid to ensuring the sustainable development of the area, as a whole and in part, and to forecast future changes in air quality. The project aims to develop methodologies which can applied in other large urban areas, such as Paris and Muenchen.

A preliminary inventory of emisions of air pollutants in the London region was created as a by-product of the London Energy study. It is now proposed to extend the area of the inventory's coverage, geographically and in term of the pollutants included, and to establish procedures for continous up-dating. A series of differing scenarios will be tested as part of the project, the results of which can be used to ensure that the polluter pays principle is applied.

The London Air Quality Network was set up in 1993 to coordinate air quality monitoring by the 33 London local authorities. It is now proposed to integrate the emissions inventory with the overall air quality monitoring network through the use of a dispersion model, in order to forecast ground level concentrations of pollutants as a result of particular human actions or meteorological conditions.

One of the principal environmental concerns is pollution from road traffic. An interactive link will be created with the greater London Transport Model so that the environment impact of infrastructure and policy changes can be assessed. Tools will be developed which can be used by professionals other than air pollution experts.

The principal innovations lie in the scale of the area covered, the degree to which information is integrated, and extent to which the data used in the project is in a disaggregated form. It deals with a very complex urban area of approximately 3000 square kilometers and nearly 8 million people at a fine level of resolution. It is intended as a model for use in other major urban areas in Europe.
