Candidate market mechanisms and regulatory frameworks fostering the development of flexibilities needed for 2050 RES penetration targets“Critical review of current regulations concerning the market deployment and remuneration of storage in different countries of the EU”. The remuneration and economic viability of electricity storage as a key flexibility provider depends critically on the rules and regulations concerning short-term electricity markets such as balancing and Intraday markets, where even small differences concerning market organisation and bidding rules can make huge differences. An added issue is that there exists currently no European-wide harmonisation of regulations. The objective of the report is to develop first a unified conceptual framework through which the current rules and regulations governing storage can be analysed and then to present a critical reading of those regulations, country by country. The report will conclude with a number of recommendations concerning the provision of flexibility services through storage both at the country and the EU-level.
Use case and KPIs refinement and Demonstration Tests designThe deliverable will focus on revision of KPIs prepared and proposed in development phase Demonstration test cases will be prepared and KPIs will be used to evaluate the demonstration tests to see the stability of the proposed real time controlling functions and to look for real time business case whit realtime economic signals used
WP1 Summary reportA summary report is produced setting into relation the findings from the different tasks and to allow for a critical discussion
Methodology for error forecasts at an European scaleA generalized forecast error modelling method is proposed including error descriptions for wind, photovoltaic generation and load at a European scale. The method will account for space-time correlations. The deliverable documents the developed methodology, which will be released in the public domain.
Final recommendations for policy makersThis deliverable provides a short and concise summary of the project findings for policy makers The ambition is to derive a reduced set of policy recommendations resulting in an executive summary for policy makers of three to five pages
Hybrid flexibility device implemented (modular solution)Electrical mechanical and thermal system specifications and FAT of Hybrid flexibility device
Comprehensive report on functionalities and services for the power systemAll the functionalities regarding the frequency control, voltage control and synthetic inertia that the solution have to deliver in normal operation and in the event of contingencies, to reduce the impact of the variations of the production of RES, reduce the load shedding after contingency, congestion management and oscillation damping.
Recommendations for integrated European market mechanisms and regulatory frameworks fostering the optimal development of flexibilities for the 2050 RES targets and regional specificationsThe deliverable will provide recommendations about the regulatory frameworks and the market designs necessary to foster the implementation of the optimal mix in terms of typology sizing and siting of flexibility options necessary to achieve the 2050 European RES targets Recommendations will take into account sharing of services at crossborder and network transmission distribution levels and regional specificities when relevant The deliverable will include a costbenefit analysis and a feasibility assessment of the technical implementation of the proposed recommendations
Models for market mechanisms simulation taking into account space-time downscaling and novel flexibility technologiesThe deliverable describes the extensions and interlinkages made on existing models to consider novel flexibilities as well as spacetime downscaling The report documents both the developed mathematical formulations and practicalities of modelling as well as their possible use for analyzing different market designs and regulatory frameworks
Demonstration testsDelivery of reports containing results of demonstration tests held after the development of the platforms Reports will contain results of testing the proof of concept of near realtime crossborder energy market usability and capability of platforms when operated individually and commonly and potential of this market

Project Management Plandetailed Project Management Plan with a Gantt chart and a Work Breakdown Structure (WBS), to be completed at a very early stage of the project M2 and updated on M18 and M36
Flexibility cost and operational data outlookFor each technology, linked to families of flexibility options, technical and cost data will be provided: these estimates will be given with uncertainty ranges – most favourably offering a connection to installation levels (“learning rates”).
Techno-economic analysis of DSR and RES selected servicesThe deliverable will summarize the results of the analysis of DSR and RES flexibilities available in the WP5 demo site and include the specification of power electronic devices necessary to provide ancillary services to the grid, also for the case of multiservice provision.
The complete endtoend interoperability process needs to be demonstrated consisting of specification vendor implementation and comparison process Given the different involved partners the robustness will be tested of each element to prove the increased maturity of the IEC61850 standard and it related tools
