Förderung von Innovationen und umweltfreundlicher öffentlicher Beschaffung
Das umweltorientierte öffentliche Beschaffungswesen (Green Public Procurement, GPP) ist ein freiwilliges Instrument für öffentliche Stellen, das auf die Beschaffung von Produkten, Dienstleistungen und Bauvorhaben mit geringen Umweltauswirkungen hinwirkt. Es kann einen wesentlichen Beitrag zur Innovation leisten, da die Industrie dadurch den Anreiz erhält, entsprechende Produkte und Dienstleistungen zu entwickeln. Das EU-finanzierte Projekt GREENIN strebt die Erarbeitung von Szenarien an, die GPP für Innovationen (GPPI) fördern und sich dabei das EU-Instrument Twinning+ für die Zusammenarbeit zwischen öffentlichen Verwaltungen und der Industrie zunutze machen. Letztlich wird aus dieser Arbeit eine Abhandlung zu Gestaltungsoptionen hervorgehen, die Empfehlungen, Methoden und Initiativen für den erfolgreichen Einsatz von GGPI darlegt.
Ziel
The GREENIN project aims to set up a desired scenario in green public procurement for innovation (GPPI) aligned with smart specialisation strategies, based on the “twinning advanced” methodology to increase knowledge exchange among partners and with policy makers and interested stakeholders, favouring SMEs participation by means of pilot actions. The project focuses on green since GPP stimulates eco-innovation which is one of the main focus of the smart specialisation strategies of the participating regions and contributes to the EU's efforts to become a more resource-efficient economy. Additionally, the project has an approach on innovation since PPI fosters new solutions in a shorter time-to-market and advice to SMEs on innovation is one of fields of expertise of the participating host organisations. A peer learning mechanism will be set up among the three partner agencies in order to allow them to jointly set up a desired scenario for GPPI based on existing policies, methodologies, experiences and good practices on GPPI. As a result, a GREENIN Design Option Paper will be designed, containing recommendations on possible policy schemes, methodologies and initiatives for the deployment of GPPI in European territories.
