Developing an Innovation-Friendly Legislative Culture – the Innovation Principle at Work

Periodic Reporting for period 1 - Innovation Principle (Developing an Innovation-Friendly Legislative Culture – the Innovation Principle at Work)

Berichtszeitraum: 2019-06-01 bis 2020-01-31

High-level conference on Innovation Principle was organized on 3 December 2019 in Helsinki as a part of Finland’s Presidency of the Council of the EU by the Ministry of Economic Affairs and Employment of Finland. The aim of the conference was to raise awareness and build a shared understanding of opportunities and challenges in developing an innovation-friendly legislative culture in Europe.

The Innovation Principle is one tool for promoting sustainable growth and it can help to achieve social and environmental benefits from research and innovation activities. An innovation-friendly single market and incentives for the scaling up of solutions are needed for the renewal of companies towards sustainability goals. The Innovation Principle is also important approach in addressing key socio-economic transitions such as the transition to carbon neutrality and the circular economy as well as in responding in an agile way to rapid technological advances. The process of preparing legislation does not necessarily match the rate of technological and digital change. The Innovation Principle seeks to ensure that regulation is designed in a way that creates the best possible ecosystem for the flourishing of innovation. The Innovation Principle thus contributes to creating a more innovation-friendly regulatory framework for the EU and, when used for national legislation, can signal the willingness of EU Member States to host and nurture innovators as well as to overcome situations of market failure. Problems may also arise when legislation is not uniformly or appropriately implemented across the Member States or when EU and national legislation overlap

Based on conference discussions, the conclusion are presented in the final report that was published in February 2020. https://innovationprinciple2019.fi/sites/default/files/InnovationPrincipleConferenceReport.pdf(öffnet in neuem Fenster)
A steering committee consisting of relevant Ministries’ representatives and stakeholders groups assisted the managing team in building the conference programme including identification of suitable speakers. A conference agency was hired to conduct communication activities such as creating a visual identity and website for the event, social media publications, managing the registration process of the conference participants.

The conference was successfully organized with an audience of 170 people from 26 countries. The majority of participants represented the public sector, industry, research and NGOs. Ten students between the ages of 13 and 16 also contributed to the discussion in the form of the Future Generation Panel. The live stream of the conference was followed by 162 individual viewers. The conference used various ways to engage participants and enhance the discussion. The Future Generation Panel acted as a sounding board, presenting fresh ideas on innovation and public policy. Ample time was devoted to questions and comments from the audience. Speakers, participants and live stream followers were active on social media with their key messages. A conference app helped polling views on the way forward for the Innovation Principle.

The keynote speaker of the conference was Professor Karen Yeung, Interdisciplinary Professorial Fellow in Law, Ethics and Informatics at the Birmingham Law School & School of Computer Science, University of Birmingham. Another keynote speaker was CEO Christian Bason, Danish Design Centre, with the presentation on innovation skills and capabilities of the future public sector. In addition, there were two panel discussions and a series of examples on how to develop legislative culture innovation in mind.
