Peer-to-peer Capacity Building on EV innovation - activity report

To provide the basis for the implementation and provide deeper insights into experiences in different cities a secondment and staffexchange programme will be set up in which professionals from local authorities and public transport operators will get the opportunity to work alongside their peers in one of the projects partner cities The exchange programme aims to focus on issues beyond technical considerations such as experiences in real world conditions on coalition building public relations stakeholder relationships and finance A direct partnership among cities will be facilitated both at technical and at political level This way the good practices and examples of emobility will help in avoiding implementation errors and will feed into the toolbox WP1 and to transferability guidelines WP6 The SOLUTIONS partner cities will be involved in an intense and focused peertopeer learning programme The cities will be grouped in topical clusters depending on the EV use case they are locally developing

Business opportunities and partnerships

In this task, the local businesses and solution providers (including start-ups) in the partner cities are brought together with the European industry partners through a carefully formulated collaboration framework (D3.2). As a first step, a call for local innovators will be launched. Local businesses are encouraged to share knowledge and information, and to develop complementing solutions to the mainstream options already developed by the EU industry partners and catalogued in Task 3.1. Through these complementary solutions, the mainstream options are adapted to the partner city needs. Through a joint effort between the partner cities, local and European industry, business models and plans are developed. Business plans (Task 3.3) will lay out concrete steps to seize business opportunities that have been identified. Therefore, this task will also identify local businesses and specific envisioned services and products relevant for the demonstration actions. This will outline for each start-up the related program elements in the demo activity. It also states their planned deliverables and contributions. In order to enhance the cooperation beyond the consortium, a network will be created with SMEs active in e-mobility in Europe and the partner regions. Through the online catalogue (from Task 3.1) and network-events the potential demand for e-mobility options will be shared with SMEs. Moreover, workshops with SMEs will be organised around convincing concrete business development leads. For many of the fast-growing SMEs it may be difficult to select the right opportunity for cooperation, Hence, the focus lays on robust business development opportunities that match the current needs and potential of local partners. It is foreseen that these network events and workshops result in participation of European SMEs in the demonstration projects, and lead to spin-off partnerships with local companies. SOLUTIONSplus will conduct targeted match-making efforts and project initiations.

Data collection plan

The task coordinates supports and assures the quality of the data collected from sensors and traditionally collected data through questionnaires and interviews collected and of the data storage and management Purpose and scope of the collected data will feed into the impact assessment Purpose and scope of the collected data will feed into the impact assessment This task will have a strong link to the demonstration projects and more specifically with Task 44 In this task existing databases will be identified and relevant data collected for each demonstration action In addition to any data that will be available locally data will be collected eg by sensors mounted to vehicles and charging points and the SOLUTIONSplus MaaS App as part of the demonstrations This will be complemented by classical surveys The data collection will have two phases before the interventions baseline as well as after they have been taken into use This task prepares and defines the format and scope of data collection in the demonstrations To ensure interoperability of data prepare the impact assessment and evaluation Data will include population data travel behaviour data as well as city air quality and noise data Thus costeffective and easytouse measuring devices for air quality and noise will be installed in key locations in each city allowing participatory data collection of the impact of demonstration activities A harmonised inputoutput format will be developed

Technical specifications for demo actions

This task will build on the business models 33 needs assessments 31 activities in the partner cities is to implement future emobility vehicle fleet and infrastructure including the electric vehicles recharging equipment electric energy supply electric grid access and related infrastructure Since the requirements and specifications will impact directly the performance reliability and cost of the solutions to the cities relatively precise and well described specifications will be key to identifying the most technically appropriate and economically viable offers The responsible entities in the partner cities will prepare functional requirements as a basis for Work Package 4 Through this task partners will advise partner cities in providing technical support using their expertise and knowhow based on previous experience with demonstration actions Each partner city involved will clearly draft their needs by considering and providing relevant information to the potential vehicle and equipment providers as regards to the operational environment duty cycles projected lifetime maintenance requirements battery reuserecycle etc The vehicle category and type eg passenger bus freight heavyduty lightduty 23 wheelers required powertrain characteristics and performance requirements including for example maximum power range charging power charging time etc will determine the selection of commercially available vehicles and their constituent subsystems and components battery system power electronics inverters emotors etc and the corresponding charging equipment and infrastructure Local climatic factors will also be carefully reviewed whilst suggesting suitable technical requirements for the city For example very warm or cold climate conditions the heating and air conditioning system have significant impact not only on the range of electric vehicles but also on the operation performance and expected lifetime of the batteries The perspective of European and nonEuropean Standards will be considered Therefore the task also carries out a review of the basis for system specifications as well as different standardisation bases applied in different countries and continents their applicability and differences The following will be covered CCS CHAdeMO GBT SAE IEC 62196 and any additional relevant standards Moreover standards for using batteries for providing grid services different contacting interfaces as well as the communication technologies will be identified The information will be provided to the demo partners for their purposes and later edited to be published as part of the toolbox Task 11

Catalogue of e-mobility solutions

This task will collect and categorise key concepts and business options related to available emobility solutions the result will be a searchable database and an illustrated catalogue accessible online D31 Both the database and the catalogue will inform on the available emobility concepts for implementation in the partner cities and other cities The catalogue will seek inputs and be distributed to the industry partners also beyond the consortium The concepts and business options will include productsservices of European industry players that are feasible for implementation in the partner citiescountries The catalogue will also be a part of the SOLUTIONSplus showcase of emobility solutions The catalogue will be accessible online in an interactive and userfriendly design and the partners will be able to easily update the information at regular intervals References to the experience from other cities and places which have implemented the options will be made on online catalogue The catalogue will be open for all emobility providers also beyond the consortium and will feature both passenger and freight solutions charging technologies vehicle type and services that are available for emobility implementation The following partners will contribute to some of the sections of the catalogueVehicles FIER lead in consultation with CRF Volvo Valeo PiaggioOperations VTT lead in consultation with ABB TSystems IDIADA UITPIntegration V2C2 lead in consultation with Pluservice Dynniq

Nine (9) implementation summary reports for the demonstration actions

The SOLUTIONSplus Living labs will be real-life test beds for innovative e-mobility solutions, which will enable the project to and experiment in different environments. Mobility users and providers will be actively involved to co-create innovations and test the effectives of e-mobility technologies and services to ensure they meet user needs and are viable and fit into the local context. For each of the nine demonstration activities that will receive direct financial support from SOLUTIONSplus, a combination of regionally appropriate and feasible urban electric mobility solutions will be implemented. The integration of different e-mobility solutions in the demonstration project hubs will be a key focus. The testing of different types of electric vehicles and business models for e-mobility services will be conducted for a period of up to 24 months. As part of this task, SOLUTIONSplus will develop and implement a demonstration project that combine different e-mobility solutions, services, business models, types of vehicles and charging systems in an innovative and application-oriented manner. Each demo project has been outlined in the proposal phase, while technical details and an implementation plan will be developed during the first 6 months of the project, followed by the 18-month demonstration phase. The evaluation of the demo projects will start with data collection during the implementation phase, and finish with the analysis of the data in final phase of the project, resulting in recommendations for the scale-up and further financing along with other policy recommendations. For each demo action technical equipment will be made available by EU industry partners, costs will be covered for leasing, amortisation, operations, and seed funding for business model applications. The e-mobility innovations will be tested in close cooperation with transport providers and public transport authorities, local businesses and European industry, guided by research and innovation partners. The support teams will provide robust technical specifications tailor-made for the local context. Regional coordinators will be CAA (Asia), WI and CMM (Latin America), ITDP (Africa); ABB will provide charging solutions to Madrid, Hanoi, Montevideo; T-Systems will provide charging solutions for Pasig, and Hamburg; Valeo will develop e-3-wheelers with Kathmandu, Kigali and Dar es Salaam; CODATU will develop finance models for operators (Quito and Kathmandu), CRF will contribute to business model tests with a focus on sharing, DTU will support assessments of grid integration, FIER and ZLC will support logistics integration and models, IDIADA will support vehicle testing and data collection, ICLEI will support stakeholder dialogues, UITP will lead public transport integration and operations, Pluservice will develop and test the SOL+ MaaS app, Piaggio will contribute to e-2 and 3-wheeler tests and models, POLIS will support the demos in Hamburg and Madrid, UNEP and UN-Habitat will support Kigali and Dar es Salam, UTT will be the support partner for Hanoi, V2C2 will support the MaaS app and tests, VTT will support Kathmandu and Quito, CLI will provide support to Hanoi and share experiences from China, UEMI will provide support to all cities on the business model adaptation and testing, Volvo and Lindholmen will contribute to the e-bus demos in Montevideo and Quito, RC will support the demos in Quito and Kathmandu.

Evaluation framework

The task starts with defining the objectives for evaluation and relevant key performance indicators KPIs for defining measures of success for electric mobility The KPIs will cover environmental social and economic aspects and will include both quantitative and qualitative measures eg energyfuel consumption costsbenefits of EV use user acceptance perceived safety Such KPIs will be used to evaluation existing demonstrated and future emobility solutions from a multicriteria perspective Existing KPI catalogues will be used as a basis eg CityKEYS ZeEUS drawing from past and concurrent EU projects The KPI shall be defined in close cooperation with the cities in order to incorporate their specific needs and objectives as well as weighting and prioritisation through the frameworkThis task will also prepare structure and design the assessment work in SOLUTIONSplus A common methodology framework will be established to cope with different focus and features of the pilots building on existing frameworks such as the Urban Sustainability Framework World Bank FESTA methodology as well as best practices and experience from other past and ongoing projects such as ASSURED 2DECIDE AEROFLEX FREVUE ORCA HIFI Elements STEVE and ZeEUS Specifically the framework will provide concrete guidance in the steps throughout the process from highlevel objectives functional descriptions and identifying research questions and hypotheses to the actual impact assessment and eg costbenefit analyses Dataexchange and interfacing will be highlighted with reference to the synchronisation and crosscompatibility of tools Suitable methodologies for evaluation will be identified and adapted An iterative approach considering data availability and demonstration city plans will be followed for the definition of the most efficient methods

Exploitation action summaries

SOLUTIONSplus will jointly develop a wider engagement strategy, review and adapt it every 6 months, based on findings and news of relevant external events. The strategy will follow established principles in impactful science and policy communication (e.g. use of trusted channels, multipliers and tailoring information to match targeted audience needs). The strategy will map relevant stakeholders and will be managed at various levels:•Innovation: stakeholders from the industry sector and private & public transport providers •Research: Research community•Policy: United Nations, National level decision makers •Demonstrators: City networks and city administrators •Public transport operators and authorities: UITP•Finance: National and international finance institutions and development banksThe project will be promoted through a series of channels and tools in order to guarantee coherent, wide and regular exploitation in the urban mobility communities. This task will support other tasks in the project, with the production of necessary material for conferences, workshops and exhibitions. It will work in cooperation with the SOLUTIONSplus cities and stakeholders for e.g. newsletters and webinars content.SOLUTIONSplus will arrange and facilitate participation at key high-level international events on innovation, economic policy, business investment choices and decarbonisation, to present and discuss the projects´ outputs. This task will include: 1)Contribution to high-level policy, business and investment: SOLUTIONSplus will showcase innovations and actions and engage in dialogues with several high-level events and fora each year. Under this task the team will provide inputs to events targeting at least once a year to the following audiences (in parenthesis the responsible partners): a.Policy: International Transport Forum (WI), UN Environment Assembly (UNEP), UN Habitat Assembly (UN-H), COP (SLoCaT) b.Finance: Development Finance Fora (KfW, World Bank) c.Businesses: WBCSD (V2C2), ERTRAC (Valeo), EGVIA(Volvo), EUCAR (CRF) d.Public transport: UTIP Summit and regional events (UITP), ITS (ERTICO) e.Research & Innovation: TRA (VTT), TRB (TNO), WCTR (DLR) 2)Active policy dialogue: In cooperation with the policy and finance partners of SOLUTIONSplus and the GEF-7 project an active dialogue with the partner countries will be facilitated (UNEP) to ensure that regulatory barriers will be addressed, needs of local authorities are recognized and policy, business and investment opportunities are seized. 3)Business and policy partnerships support: This will support envisioned joint services and products that will be taken forward building on the innovations developed and tested by the project.This task will lead to D6.2 summarising exploitation actions.

Nine (9) demonstration project updates

For all partner cities demonstration implementation plans will be developed This will build on the cities needs from WP1 technical specifications and business models from WP3 and will outline the concrete steps within the demonstration phase including the impact assessments WP1 links to the capacity development WP2 and the adaptation of the business models WP3 For the demonstration activities funded by SOLUTIONSplus this will also include the identification of service charging and vehicle providers and models for cost reimbursement and sharing For the demonstration actions funded through other sources potential funding partners will be identified and steps towards implementation will be identified in Task 43 The regional platforms will be established as part of this task which will organise the regional teams and support partners and coordinate with the GEF7 sister project and other relevant regional projects to maximise the potential for takeup and replication of the emobility innovations tested in this project A common implementation methodology will be developed with the leadpartners for all regional teams Europe Asia Africa Latin America This will form the basis of detailed implementation plans which include all the activities need for preparation and execution of the demo technical and operations issues business model adaptation stakeholder engagement and replication The implementation methodology supports the teams to closely monitor the status of the demonstration projects identify delays and criticalities and suggest corrective actions The regional platforms and implementation teams will also work closely with the WP2 capacity building team to support the training activities for the Living Lab partner cities and share their experiences with others to replicate innovation actions

The SOLUTIONSPLUS capacity building plan

SOLUTIONSplus will perform a comprehensive capacity and skills needs assessment on electric mobility in partner cities with all relevant stakeholders policy makers city officials operators etc and a larger group of public and private stakeholders interested in emobility The needs assessment will be conducted prior to developing the learning tools task 22 This will help the project to strategically identify capacity and skills development topics methods and tools to support a further uptake of emobility in the partner countries and cities as well as additional cities and partner countries in the regions addressed by SOLUTIONSplus The needs assessment will be undertaken by performing detailed surveys and interviews and begins by 1 Assessing the present capacity of partner cities on electric mobility 2 Understanding the future capacity desired state based on the citys vision for the future mobility 3 Identifying gaps between present capacity and future desired skills and 4 Selecting tools and training modules to fill these gaps The surveys and interviews will be complemented by an interactive session during the KickOff workshop of the project aimed at reflecting on capacity gaps of partner cities as well as a visionbuilding exercise

User needs assessments

Building on the evaluation framework this task analyses user needs Taking into account the needs of demonstration actions and the objectives for evaluation the different user groups of emobility passenger and freight technologies and services will be identified These can include different groups of travellers including persons with reduced mobility and elderly commuters etc System Domain Analysis Methodology will be used to draw the profile of the users This methodology will take into account all the aspects of the system environment user behaviour mobility components sociology components user journeys etc to identify the root causes The systems investigation will be fed by an infield research through surveys or interviews UITP will involve the local demo partners WP4 to define the user needs and perform infield research eg with interviews or surveys Finally the userlevel feedback will be compiled to determine user groups and use cases and commonalities between them use case groups Use cases help in finding commonalities based on vehicles transport services user profiles among others between different demonstration projects and in providing structure and guidance to demonstration projects and give a frame for evaluation and reporting

Five (5) proposals for National Urban Mobility Programmes

This task will take concrete steps towards financing large scale, transformative implementation projects based on the learning from the demonstration activities.Funding: This task will aim to align e-mobility solutions to national frameworks and priorities and will work with national governments on Urban Mobility Programmes that help rolling-out e-mobility solutions more widely across the country. A particular focus for this task will be on the development of national funding programmes for public and shared e-mobility solutions in cities. In close cooperation with the MobiliseYourCity, Euroclima+, IntraACP and the GEF-7 sister project, dialogues with the national governments in the partner countries will be facilitated with the objective of launching dedicated programmes for e-mobility for local authorities and local public transport operators. The demonstration activities in the SOLUTIONSplus partner cities will act as reference points for the national roll-out. Financing: For large-scale projects such as e-BRT lines, financing from domestic or multilateral banks and financing mechanisms will be required. The SOLUTIONSplus and GEF-7 projects will work directly with partner development banks, e.g. those involved in the GEF 7 sister project (ADB, AfDB, IDB, WB) and those involved in the MobiliseYourCity partnership (AFD, KfW, EBRD) and CAF. As part of the wider programme, financial institutions will be involved early in the scoping and panning of the transformational projects based on the demo actions, which will allow a close alignment to funding priorities and will enable the consortium to address specific requests from the bank during the demo and analysis phases. Procurement: The 30 partner cities and national governments involved in the joint SOLUTIONSplus and GEF-7 programme will bring a critical mass when it comes to the procurement of electric vehicles. The project partners will facilitate procurement round tables with providers of e-mobility solutions with a view to negotiate more favourable conditions for local and national authorities. These procurement round tables will be facilitated by UN Environment and will be supported by the regional coordinators (CAA, ITDP, CMM).

Annual updates on dissemination activities

This task will implement the dissemination and communication strategy, develop and deploy information, tools, channels and platforms for the targeted stakeholders, and engage in wider dissemination of the content developed within the project. Part of the strategy will be the simple graphic and communication identity at the beginning of the project to give the project an identity with high recognition value, e.g. a unique colour scheme, a logo, etc. Dissemination channels will include: Social media output streams: Twitter and LinkedIn to link existing popular social media accounts to promote retweeting, and production of short posts/tweets, infographics and short statements on relevant findings Creation and delivery of defined content to press and online media journalists, and to multiplier organisations;A project website will be the main promotional channel of the project. The continued refreshing of the project website as a knowledge repository, offering compelling information about the challenges being tackled by the project, the project rationale and the source information gathered during the project, including a searchable database. All necessary security systems (firewalls, up-to-date system versions, back-up systems, etc.) will be put in place to provide the level of security, which is needed for a project of this scope;Dissemination channels will also include: 4) Webinars for partner cities with relevant stakeholders; 5) Trainings/Workshops; 6) Dialogue/Meetings; 7) Conferences; 8) Scientific Journal articlesDissemination tools will include Short update briefs (at least 8 per year) for emailing to identified stakeholders, highlighting key pieces of relevant research and project actions (and further links) targeted to audiences. An online email marketing tool will provide quantitative feedback on the opening rate and reading statistics of the briefs, thus, improving ongoing impact. The system will also facilitate further posting/sharing of information on social media; Development of printed material to facilitate the information flow and promotion of the project at events and to a wider audience. The material includes, but not limited to, project brochure, printed Factsheets, case studies, production of targeted flyers including benefits for each target group to be distributed at face-to-face meetings, technical workshops and industry events. Translations for these flyers will be foreseen.Scientific Publications in peer-reviewed journals;At least two Infographics, providing visual information on the project’s content and achievements, suitable for wider social media outreach and for presentations; Two professional project videos, an animation and a promotional video are foreseen; some in-house videos including footage from the cities will be also produced to highlight the project progressThe publication of target audience specific material will include:Report design, formatting and editing for dissemination in electronic and printed form. This will include review by technical experts and communication experts,Development of key messages for specific audience groups (e.g. industry. stakeholders, financing institutions, policy makers), which will include - knowledge sharing kits and training kits,Publications will be available on the project’s website in a sharable format. A small print-run of selected publications will also be produced for distribution at events, in meetings or by mail to targeted stakeholders. The results of the publications will be delivered in English. Summary documents may be provided in French, Spanish and other languages on demand. Translation of SOLUTIONSplus training and e-learning materials for all partner regions. Present the results of the projects at relevant events. Capacity building tools and updates

The needs assessment will be led by UNHabitat and informed through the experience of partners like Polis UITP CODATU and ERTICO These partners amassed valuable experience through projects such as CIVITAS2020 the EU SUMP takeup projects cluster the CAPITAL H2020 project and the ITS Academy and other EU projects The needs assessment will cover aspects such as local and national policy and regulatory frameworks integrated energy and environment planning and management technologies business and financial models access and integration vision building and strategy development see list of trainers and thematic leads in task 25 The outcomes of the needs assessment and gap analysis will form the basis of the SOLUTIONSplus capacity building plan and needs assessment D21 which will be revised and updated midway the project This plan will outline the themes and curriculum of emobility training modules online and facetoface task 22 outline the contributions of the SOLUTIONSplus toolbox WP1 to the capacity building the sequence location and timing of training capacity and skills building activities the peertopeer programme for SOLUTIONSplus cities task 23 the training schedule to be undertaken by internal and affiliated expert organizations of the SOLUTIONSplus consortium task 25 see the table below this schedule will take into account the local measure implementation cycle planning implementation evaluation upscaling and deployment as well as regional and global key events that can be synergized with SOLUTIONSplus capacity building activitiestraining opportunities from partner projects and initiativesthe structure of the capacity building ecosystem task 25

15 E-mobility scale-up concepts for 15 cities and 5 prefeasibility studies

Concepts for projects will be developed which aim at scaling-up the demonstration actions. This will be done in consultation with key private and public sector stakeholders in the partner cities. The concepts will aim to sustain the innovations tested in the demonstration actions and to develop them into a project proposal for a transformational, innovative and integrated e-mobility project that can be submitted to domestic, bi-lateral, multilateral or international financing institutions. The concepts outline the key aspects of these projects, key partners and steps in the process as per the requirements of the targeted financial institution. The concepts will be based on the evaluation reports and impact assessments of the demonstration actions. Successful concepts will be further developed into prefeasibility studies as per the requirements of the targeted financial institutions. To maximise the benefits from the SOLUTIONSplus project, the development of prefeasibility studies for scale-up projects on urban e-mobility solutions will focus on the demonstration cities. This will involve expanding the implementation scope to involve other potentially viable business models or geographic areas in the demonstration cities/countries. These projects identified for up-scaling will be designed in consultation with the funding entities (facilitated in task 5.3). This task will make use of the partnerships and networks established through the support and investment platforms, which are part of the GEF-7 sister project.

Toolbox for efficient e-mobility

Risk analysis report

"Considering the high level of innovations in the expected demonstrations as well as the high number of partners and globally the cities context, it is quite important to set up a continuous risk management in order to follow the probability of occurrence of identified risks or the emergence of new ones.For each WP and each tasks/subtasks a specific risk analysis template will be established; foreseeable risks will be periodically analysed (trimestral if no urgencies) and adequate measurement method of progress will be elaborated (risk indicators) as well as the ""acceptability level"" of each risk. Then the risks analysis will be based on the traditional ""level of impact x probability of occurrence"" approaches (scale 1-5). Periodic risk reports will be analysed by the Steering Group and if necessary, mitigation measures or more drastic decisions will be set up. Outcomes will also be used in the assessments conducted in WP1"

Eight to ten (8-10) business plans (building on the business opportunities)

This task will engage and support start-ups to contribute to innovative business models and plans developed in Task 3.3. This task will focus on the participating cities and will be linked closely with the replication task (4.3) for innovation replication in the regions. Dedicated innovation challenges will be supported by this task and seed-funding will be provided. UITP will support up to five European SMEs (5 sub-contracts, 50,000 each, following a call for proposals) who can contribute to the demonstration actions e.g. specific technologies (several SMEs have expressed interest, letters attached). UN Environment and UN-Habitat will support local companies and transport providers based in the partner cities (up to 9 sub-contracts in total, 50,000 each, following a call for proposals) who contribute to the demonstration actions, e.g. with local technologies and/or services and embed the innovations locally. A call for e-mobility innovators will be launched (month 10) and agreements of cooperation will then be signed between the respective consortium members and the partners. This first call will be directed to local innovators in the 9 primary demonstration cities and will aim to identify private and public sector actors who contribute to the demonstration actions (duration of the project, month 12-36). A second call will be part of the replication actions in WP4 and will be open for businesses, local authorities and public transport providers in other cities, who aim to replicate the business models and demonstration actions developed by the project. For each of these innovation seed-funding actions, concrete objectives and deliverables will be identified and partners from the consortium will actively integrate the participating local innovators and the project’s overall activities. The call for proposals will respect both local and EU legal requirements. The objective of this action is to initiate partnerships that sustain the tested innovations beyond the project’s lifetime. The support for local innovators goes well beyond the seed funding, it will also include: 1) Local start-ups (identified in Task 3.2) are supported to experiment with the SOLUTIONSplus business plans.2) Local hackathons and start-up events (2 in each region together with WP4) will be organised to strengthen the partnership between local companies with European innovators and industry partners. A team of consortium partners from regional and thematic focus areas provides pro-active support to the local start-up communities. The results of this activity will be documented in short summary reports. Leveraging the IPR of the start-up within the project. 3) Opportunities for project partners are for example to act as customers for the services and the products of identified start-ups, or to act as (co-)investors in these start-ups. Such opportunities are in a first instance targeted to project demonstrations and, in a second instance, extended beyond the project.4) Scaling up and replicating business models will be pursued in connection to Task 4.3 and in view of increasing their potential revenue basis after the end of the project.5) The results achieved by start-ups’ activities will be included in the catalogue developed in Task 3.1 and will be subject to focused marketing communication in WP6 to increase their visibility e.g. at relevant events.6) Renewed business plans will be elaborated (as follow-up of Task 3.3) for potential scale-up and investment opportunity or/and to offer their upgraded products and services to the partner community, acting as potential customers (in connection to WP 4 and 5).This task will also facilitate the cooperation on start-ups’ innovations with e-mobility providers by leveraging on industry and innovation networks. The following partners will support the respective exchanges: ERTRAC (Valeo) EGVIA (Volvo), EUCAR (CRF), ITS (ERTICO), WBCSD (ABB), EARPA (IDIADA, V2C2), ERTRAC (DLR).

Fifteen (15) policy advice papers

The success of urban electric mobility solutions critically depends on national policy frameworks, including fiscal and regulatory measures. Part of this Work Package will be to develop policy proposals that enable the take-up and integration of sustainable urban electric mobility solutions as part of a wider National Urban Mobility Programme. This task will develop recommendations for the local and national policy makers in the partner countries. This will include the integration of e-mobility business models with other sustainable mobility and energy policies and will highlight regulatory issues that need to be addressed to enable the take-up of e-mobility solutions tested in this project. The task will build on the analysis of the countries’ policy framework including industrial policies (task 1.5 and 3.1). As part of this task, summaries for national roadmaps and briefing papers that outline business opportunities will be developed. By reviewing the existing national and subnational mobility policies, SOLUTIONSplus will provide policy guidance to the project countries on how policies can be refined to create an enabling framework for electric mobility at a national and local level. 15 policy papers will be developed with recommendations on standards, regulations, fiscal policies etc.As part of this task, recommendations will also be developed to consider better integration of e-mobility in Sustainable Urban Mobility Plans (SUMPs) or similar local planning documents. This task will also support the institutionalisation of electric mobility with local and national governments.

Regional training activity report

The city experts and local implementation stakeholders will go through a series of three on-the-job trainings. •An outbound site-visit/on the job coaching will bring the SOLUTIONSplus cities to European expert cities in their field, where they can access local implementation stakeholders and end users and find answers to questions on how to plan and implement EV solutions that partners cities seek to implement. These visits will happen during the first 18 months of the project. Expert cities listed in the table below have committed to take part in the SOLUTIONSplus activities. •The second phase will bring the European experts to the SOLUTIONSplus partner cities to support local planning and implementation. European experts in cooperation with SOLUTIONSplus expert partners will provide insights and advise tailored to the local context and conditions. Site visits will be combined with trainings, while reaching out to other regional SOLUTIONSplus partners and interested cities. •In a third phase, the SOLUTIONSplus partner cities and expert cities will jointly visit expert cities in the SOLUTIONSplus regions (outside of Europe) to discuss up-scaling of EV solutions. The individual peer-to-peer capacity building targets will be laid down for each SOLUTIONSplus city and the activity will be reported in the deliverable D2.3. TUB will facilitate a dedicated training programme on the toolbox for young professionals (100 in total, 25 each year, 4 years) in the SOLUTIONSplus partner cities, which will include four summer schools and several PhD and Master projects directly related to the demonstration actions in the partner cities.

Global competitiveness report on electric mobility solutions

The objective of this task is two-fold: preparation of testing innovative business models in the context of the demonstration actions; and establishment of business plans to sustain these activities on a commercial basis beyond the project’s lifetime. Business model development tailored to the user needs in the partner citiesThe business models developed will provide the initial project concepts for demonstration activities (WP4). They focus on the local and international value chain and highlight opportunities for local businesses as well as the European industry. The business model development will be carried out by teams of research and industry partners established in task 3.1. Business models are a building block for the implementation of demonstration actions along with national policy initiatives, international competition assessments and European research and development cooperation programmes. Inputs from industry, city, operators and finance partners to the business models will be vital for this task. The business models are smart combinations of technologies products and markets of the use cases, in synergy with local market specifics and needs. They aim at creating economically feasible business opportunities. Elements of the business models are described in section 1.4 (Ambition). In this task, the target groups are informed about various innovative ways of engaging users and making the e-mobility options attractive to use. The options will be developed and designed to benefit all the target groups involved in the business model.Based on the use cases developed in WP1 and the catalogue of e-mobility solutions (task 3.1), in combination with the cities’ ambitions and their needs, feasible e-mobility use cases (including the demonstrators) will be shortlisted and selected, through a joint effort of the cities and the SOLUTIONSplus consortium. The feasibility of the e-mobility use cases, will be defined based on a) effectiveness in terms of climate impact and the broader environmental impact (including air quality, noise pollution, congestion); b) efficiency in terms of cost savings / air quality improvement, c) expected societal acceptance and d) the financial/economic, technical and organisational feasibility. The output of this sub-task will be bundled into a city e-mobility plan. Models will also include aspects such as naming rights, branding, advertisements etc. for e-bike-sharing, e-buses, e-cargo bikes, etc. as a tool for generating income.

Dissemination, exploitation and replication strategy

This task will develop a coherent strategy D61 to deliver outreach exploitation dissemination and communication activities of the project These activities will benefit greatly from the extensive partner networks within the consortium The strategy will identify opportunities for outreach and engagement throughout the project and will plan appropriate activities related to the different work packages of the project The approach will be to facilitate active exchange about sustainable urban emobility by directly engaging stakeholders using established networks to reach relevant policy makers and decision makers on financing and investments The strategy will also highlight feedback loops of the outreach and communication process to the work packages Dissemination and outreach activities will feature in all thematic work packages and will be guided by this strategy

Standardisation and harmonisation specifications related to demo actions

This task will build on the business models (3.3), needs assessments (3.1) activities in the partner cities is to implement future e-mobility vehicle fleet and infrastructure, including the electric vehicles, recharging equipment, electric energy supply, electric grid access and related infrastructure. Since the requirements and specifications will impact directly the performance, reliability and cost of the solutions to the cities, relatively precise and well described specifications will be key to identifying the most technically appropriate and economically viable offers. The responsible entities in the partner cities will prepare functional requirements as a basis for Work Package 4. Through this task, partners will advise partner cities in providing technical support using their expertise and know-how, based on previous experience with demonstration actions. Each partner city involved will clearly draft their needs, by considering and providing relevant information to the potential vehicle and equipment providers, as regards to the operational environment, duty cycles, projected lifetime, maintenance requirements, battery re-use/re-cycle, etc. The vehicle category and type (e.g. passenger, bus, freight, heavy-duty, light-duty, 2/3 wheelers), required powertrain characteristics and performance requirements (including, for example, maximum power, range, charging power, charging time etc.) will determine the selection of commercially available vehicles and their constituent sub-systems and components (battery system, power electronics, inverters, e-motors, etc.) and the corresponding charging equipment and infrastructure. Local climatic factors will also be carefully reviewed whilst suggesting suitable technical requirements for the city. For example, very warm or cold climate conditions, the heating and air conditioning system have significant impact not only on the range of electric vehicles, but also on the operation, performance and expected lifetime of the batteries. The perspective of European and non-European Standards will be considered. Therefore, the task also carries out a review of the basis for system specifications as well as different standardisation bases applied in different countries and continents, their applicability and differences. The following will be covered: CCS, CHAdeMO, GB/T, SAE, IEC 62196 and any additional relevant standards. Moreover, standards for using batteries for providing grid services, different contacting interfaces, as well as the communication technologies will be identified. The information will be provided to the demo partners for their purposes and later edited to be published as part of the toolbox (Task 1.1).

eLearning report

In close cooperation with the GEF-7 sister project, a global capacity building programme targeted at decision makers, practitioners and businesses will be implemented. Selected conferences, in which SOLUTIONSplus members are active, are targeted as platforms for regional and international trainings such as Clean Air Asia’s Better Air Quality (BAQ), ITF/OECD’s International Transport Forum (ITF), SLoCaT’s Transport and Climate Change Week, UN Environment and UN Habitat Assemblies, World Urban Forum, the climate Conference of Parties (COP), UITP’s Global Public Transport Summit, Transport Research Arena, Transport Research Board, ITS congresses and others. A complete list will be developed jointly with Task 6.2 at project start and updated annually.Under this task, SOLUTIONSplus partners will also select training centres and involve them in the process to develop their methodology and knowledge for future interventions (including beyond the project’s life time). The train-the-trainer activities will involve potential trainers among local associations and networks (e.g. through ERTICO ITS Academy and the UITP regional training centres). As part of this task, experiences and good practices arising from the cooperation with cities and regions across the world will be compiled (D2.6). These good practices will be used in Task 2.3 to enrich training sessions with practical examples of deployment of e-mobility and they will contain a description of challenges, solutions, business models and approaches to deployment. Regional experiences from Task 2.4 will be adapted to be part of the training material and will be integrated also into the SOLUTIONSplus toolbox.In addition to the on-site trainings and workshops, the SOLUTIONSplus will also develop a self-paced eLearning activity (following the successful example of CAPITAL eLearning project) that will enable stakeholders globally to participate in knowledge sharing activities. In addition, webinars will be held by experts in the field and the recorded webinars will be shared as learning material for the eLearning participants. The Mobility Academy and other partner platforms will be used for the SOLUTIONSplus eLearning. This activity will be reported upon in the eLearning report (D2.5). The participants of the knowledge sharing activities of the SOLUTIONSplus project will be invited to be a part of an online community where the participants have the opportunity to share their experiences with other participants and query experts on electric mobility. The community of practice will also maintain a database of experts, organisations and businesses categorised into their specific electric mobility offering.
