The European Commission has published a series of proposals for Council Decisions which would open up the EU's energy efficiency programme (SAVE II) to participation from certain of the Central and Eastern European countries which have applied for EU membership. The proposals, relating to Bulgaria, the Czech Republic, Lithuania, Poland, Romania and the Slovak Republic, concern those countries which have already expressed willingness to participate in SAVE II at this stage. Participation by entities from these countries would, in principle, be on equivalent terms to participation by organizations from EU Member States. However, in order to ensure an appropriate Community dimension to activities under the programme, a minimum number of EU partners will be required in each project. The draft Decisions also set out the annual financial contributions which each country will be required to make to the programme's budget to finance their participation.
