The European Commission's Joint Research Centre has published an invitation to tender for a study relating to the impact and success of the Centre for Earth Observation (CEO) programme during the Fourth RTD Framework Programme. As the CEO programme is approaching the end of its design and implementation phase, four studies are required to undertake an impact and success assessment of the programme in relation to its three main objectives. Each study will cover separate groups of Member States: - North-west Europe (Iceland, Ireland, The Netherlands, Norway and the UK); - North-east Europe (Belgium, Denmark, Finland, Germany and Sweden); - South-west Europe (France, Luxembourg, Portugal and Spain); - South-east Europe (Austria, Greece and Italy). The work required in the study can be summarized as follows: - To assess the impact and success of the CEO programme in relation to its main objectives; - To provide feedback from the stakeholders of the programmes (national space agencies, the earth observation industry and remote-sensing research communities), with regard to what has been achieved and what should be the main concerns of the CEO during the upcoming Fifth RTD Framework Programme.
