The European Commission is currently preparing its 1999 communication on a climate change strategy, and within this strategy it intends to adopt targets for different sectors to help meet the EU's commitments made in the Kyoto Protocol in December 1997. In order to develop these targets, the Commission has published an invitation to tender for an organisation to carry out an economic evaluation of sectoral targets. The contractor would be required to: - Identify the (least-cost) contribution of different sectors and gases for meeting the EU's quantitative reductions for greenhouse gases under the Kyoto Protocol; - Determine a package of cost-effective measures across all sectors and gases towards meeting the goals. The countries to be analysed should all be EU countries, while the time horizon for the study should be in line with the compliance schedule for the Kyoto Protocol. The final report should be completed within 12 months, with interim reports required after three and six months.
