CORDIS's FP5 Web Service is offering three ways of viewing the draft guide for proposers wishing to participate in the European Union's Fifth Framework Programme (FP5) for Research, Technological Development and Demonstration (RTD).

The draft guide contains the common sections of Part 1 only and the three ways of viewing it are:

- Browsed;
- Download as Word 6;
- Download as PDF

All three are accessible at:

The sections that are missing (Part 1, Section II and Part 2, Section V) relate to specific programmes of FP5 and are not yet available.

The other information required to put together a proposal - call, evaluation manual, and so on - also depends on the specific programmes and is not yet available.

This draft guide is provisional and still subject to revision, pending discussion underway concerning:

- The evaluation manual;
- Some work programmes;
- Model contracts;
- Rules for implementing Council Decisions concerning participation;
- Related Decisions of the European Commission;
- Issue of the first calls for proposals.
