To develop and implement the information and communications programme regarding EU-NIS relations and TACIS, the European Commission has published an invitation to tender for support services, provision of assistance and tools and products.

To that end, the contractor and associated partners and/or subcontractors would have to carry out, in cooperation with the responsible Commission services, support tasks related to:

- Strategic communications advice (research, analysis, counselling, evaluation);
- Publications management;
- Documentation archive (photo library, video footage, visual aids);
- Internet information service (EU-NIS and TACIS websites);
- Target audience database;
- Publications mailing management;
- Definition, development, introduction and support for the application of visual written identity guidelines;
- Internal communications (communications handbook, training, speaker support);
- Media relations (event management, media briefings media monitoring);
- Development of communications programmes in the NIS and Mongolia;
- Dissemination management (case studies of exemplary projects)
- The PHARE and TACIS Information Centre;
- Actions in relation to political decision-makers (Member States, EP).

The service is to be provided under a contract with an initial duration of 12 months, renewable by the awarding authority for up to a total of three years, provided the same financial rates apply.
