The European Commission, Directorate-General XI, has published an open call to tender relating to environment, nuclear safety and civil protection and the assessment of programmes under Article 7 of Council Directive 76/464/EEC, which requires Member States to establish emission-reduction programmes for certain dangerous substances defined as List II substances in the Annex of the Directive. The study will provide a detailed assessment of the current status of the implementation of programmes. For this purpose, programmes of Member States will be assessed with the following targets: - Assessment and comparison of the programmes established by Member States with the provisions of Article 7 of Council Directive 76/464/EEC; - Identification of main weaknesses of the current programmes; - Identification of demonstrable examples of an appropriate implementation of programmes; - Comparison of the programmes with the provisions of the proposed Water Framework Directive and the identification of the main needs for specific technical guidance in support of Member States. Tenderers must demonstrate their experience through the composition of the proposed team, including curricula vitae of the team members and a reference list of relevant previous projects. This information should also demonstrate that the team is technically capable of carrying out the proposed study by its knowledge of water-quality management. This includes also the capability of the proposed team to work in the official languages of the European Community.
