The European Commission, DG XIII, has published advance notice of a forthcoming invitation to tender for services related to EU innovation measures and initiatives. The invitation to tender, which the Commission expects to publish on 15 December 1999, concerns the operation of the 'IPR Helpdesk'. This will involve:

- The development and maintenance of an extensive website dedicated to intellectual property rights issues and the European Commission rules on protection and diffusion of RTD results. This site will also provide a 'de luxe' entry point to the patent information service of the European Patent Organisation - 'esp@cenet';
- The operation and development of a personalised assistance activity for RTD contractors;
- Measures to promote the 'IPR Helpdesk' among present and potential users.
