A call for proposals to improve the access of small and medium-sized business enterprises (SMEs) to electronic commerce in 1999 has recently been published by the European Commission's DG XXIII. The call is divided into two lots, concerning general and specific parts of the call respectively: - Lot 1: Invites proposals to establish a permanent on-line non-profit business service to foster the competitiveness of small businesses in the area of electronic commerce; - Lot 2: Invites proposals to establish an on-line business certification and arbitration scheme for SMEs. The Commission hopes that these measures will help to raise the competitiveness of the European economy, as small businesses become active users of information and communications technologies.
