A new feature of the Fifth Framework Programme is that the work programmes for each thematic programme are now systematically reviewed and revised each year. With the first calls for proposals for 2000 now being launched, researchers should be aware that they must refer to the up-to-date version of the work programme. The annual revision process is designed to allow for flexibility in the areas covered by the programmes. The new External Advisory Groups set up to provide advice for the different Key Actions within the specific programmes (which account for around 80% of the FP5 budget) have a major input in the revision of the work programmes. Each of the groups has been meeting since the summer to look at the results of the first calls for proposals and examine where the work programme might need to be changed. Of course in many cases, the revisions will only be limited, with the bulk of the programme remaining unchanged.
