The Transport Directorate-General of the European Commission is planning to conclude a contract for a study to develop a scientific method to assess the fatigue implications of airline rosters and, if possible, flight-time limitation schemes. A similar tender published in OJ No S 42 of 2.3.1999 was not awarded for administrative reasons. The objective of the tender is to improve safety in air transport. At present fatigue is low on the list of contributory factors to accidents, and analyses of incident reports indicate careful monitoring of fatigue is required to ensure it is properly taken into account. The study should give air operators and the European Commission the tools to allow individual schemes to be tested against available scientific knowledge on fatigue. This would give support for such schemes, and would also provide the basis for progressive adjustments to existing schemes to improve the overall EU FTL system.
