Youth exchanges and mobility: Youth for Europe programme
On 15 October 1990 the Commission submitted a Proposal for a Council Decision (COM(90) 470) adopting a programme to promote youth exchanges and mobility in the Community for the period 1 January 1992 to 31 December 1994. This second phase of the Youth for Europe programme shall comprise a range of incentive measures aimed at young people (normally 15-25 years of age) as well as youth organizations and workers, public authorities and other organizations. Project-centred exchanges and encounters will have a minimum duration of one week in a Member state and shall aid young people to develop skills for adult and working life with a better understanding of the Community and its Member States.
