A study monitoring universal service issues is required by the Information Society Directorate-General. The objective of the study is to update part of the European Union telecommunications survey carried out in 1999.

Data on the use of fixed and mobile telephone services and the Internet will be needed and the study should cover all regions at the relevant level in each country in order to have a comparative overview of the situation in the EU.
