Call for tenders for evaluation of FP3 and FP4 activities
The European Commission's Research DG has issued a call for tenders for an 'Evaluation of the impact of activities completed under the third and fourth Community research framework programmes; survey conducted with the five-year assessment of Community research activities (1999 to 2003) in mind.' The five-year assessment of Community research activities enables the achievements of past and present activities to be evaluated and appraised, together with the impact they have had. This assessment contributes to the transparency with which these activities are carried out and plays an important role in defining the directions to be taken by research, technological development and demonstration activities in the future. Using experience gained from previous five-year assessments, the Commission wishes to prepare the assessment exercise for the period 1999 to 2003 via a series of evaluation studies and evaluation study in order to examine and analyse, on the basis of a questionnaire, the impact of activities completed under the third and fourth Community research framework programmes. More specifically, the study will comprise: - formulating a methodology based on the use of a questionnaire to be completed by those people who participated in the activities completed under the third and fourth Community research framework programmes; - updating participants' details, sending out questionnaires, collecting and processing the quantitative and qualitative data on activities completed under the third and fourth Community research framework programmes; - summarising and analysing the data thus collected bearing in mind, in particular, the questions arising from the evaluation concerning the objectives, means and procedures implemented, as well as drawing out areas where comparisons can be made with the 1995 to 1999 survey; - formulating conclusions based on the analysis carries out; - providing the Commission with all the information it needs (data, analyses, summaries, conclusions) to put together a collection of useable data.
