Horizontal evaluation of the THERMIE, SAVE, ALTENER, SYNERGY and Programmation Energetique Regionale energy programmes
The European Commission, DG XVII, has published an invitation to tender for a study on the horizontal evaluation of the THERMIE, SAVE, ALTENER, SYNERGY and Programmation Energetique Regionale energy programmes. The study will provide a high-level and independent opinion on the overall contribution of the programmes run by the Directorate-General for Energy (THERMIE, SAVE, ALTENER, SYNERGY, Programmation Energetique Regionale) to the energy policy objectives as well as their contribution to other Community policy objectives (in particular the environment, cohesion, industrial competitiveness, etc.). The study will also involve coordination and interactions: - Between Community energy programmes; - With Member State energy programmes; - With other Community programmes and instruments (R&D, environment, Structural Funds). The study will also analyse the implementation mechanism, the monitoring and the results of Community energy programmes and their specific vertical evaluation in order to contribute to their improvement (particularly with respect to coordination). Reflections related to future orientations of these actions will also be taken into consideration.
