Commission approves joint venture for vehicle tracking service in the Netherlands
The Commission has approved an operation whereby three Dutch undertakings will create a joint venture for a new telecommunications service. The service comprises a vehicle tracking system which will provide fleet operators with real time information on the position and status of all vehicles under their control. The undertakings concerned are Securicor International Limited, Central Beheer Pensioenverzekering NV, and Parcom Services BV. Securicor International Ltd belongs to the UK Group Securicor which is mainly active in the business areas of security services, parcels and communications. Central Beheer is a subsidiary of Dutch Insurance Group AVCB, and Parcom Services belongs to Dutch Banking and Insurance Group ING. The service to be provided will integrate a position determination system in order to provide accurate vehicle position information and a data communications network to transmit the information. It represents a relatively new service in the Netherlands as existing systems offer either vehicle position information or mobile data communications but not a combination of both. Furthermore, only the Securicor Group is active in the market for infrastructure and vehicle systems and equipment, and therefore there is no risk of foreclosure on these markets by the pooling of the companies' resources concerning, inter alia, R&D and manufacturing capacities.
