TACIS information and communications programme
The European Commission, DG IA, has published an invitation to tender for the provision of a support framework for the coordination and development of the TACIS information and communications programme. The contractor will be required to provide support to the TACIS information unit in achieving the following objectives: - To promote the understanding of the TACIS programme and EU-NIS (New Independent States) relations amongst all target audiences; - To increase the visibility of the TACIS programme; - To put the TACIS programme into the wider perspective of the political, economic and commercial relations between the EU and the NIS; - To build lasting relationships with key audiences, based on an understanding of their needs; - To improve internal communications. In order to achieve these objectives, the contractor will be required to carry out, in collaboration with the information unit, the following activities: - Strategic counselling and management, including research, analysis, advice and implementation guidelines; - Publications management: further implementation and extension of the publications programme; - E-mail information service: making all publications available on e-mail; - Database management for targeting the distribution of information; - Mailing management guided by a constantly growing database; - TACIS visual and written identity management and maintenance; - Internal communications, including communications training to senior staff and drafting of a communications manual; - Media relations, including strategy formulation, implementation and monitoring; - In-country programmes, especially in Russia, Ukraine, Kazakhstan and Georgia; - Actions in relation to political decision makers.
