The European Commission has recently published the 1995 annual report for the TEMPUS trans-European programme for cooperation in higher education. The TEMPUS programme was launched in 1990 to provide assistance to the Central and Eastern European countries in the field of higher education. It was extended to the New Independent States of the former Soviet Union in 1994, in phase II of the programme. The Council of Ministers has recently extended the second phase by two years, and it will now run until 2000. The TEMPUS programme is funded by the Community's technical assistance programmes, PHARE for the Central and Eastern European countries, and TACIS for the New Independent States, and by the partner countries' governments themselves. TEMPUS actions fall into four categories, which provide support for activities involving teaching staff, students and administrative/management staff from the higher education sector in the partner countries: - Joint European Projects (JEP); - Joint European Networks (JEN); - Complementary Measures Grants (CME); - Individual Mobility Grants (IMG). The programme is administered by the European Training Foundation, a European Union agency, based in Turin, and the National TEMPUS Offices in the PHARE partner countries. During the period covered by the 1995 annual report (1 August 1994 to 31 December 1995), a total of ECU 102.1 million was allocated to TEMPUS activities in the PHARE countries, while ECU 23 million was allocated for TEMPUS activities in the TACIS countries. In total, 485 Joint European Projects were selected for support in the academic year beginning in September 1995. One hundred grants for Complementary Measures were awarded in 1995, and 1,271 Individual Mobility Grants, with an average value of ECU 2,700, were awarded.
