Evaluation of the impact on the environment of interventions by the Structural Funds
The European Commission, DG XVI, has published an invitation to tender concerning the evaluation of the impact on the environment of interventions by the Structural Funds. The environment is now recognized as a major concern of the citizens of the European Union, and hence of all the Union's policies. The Structural Funds are committed, by regulation as well as by political decision, to respect the legislation in force, and to ensure that the development promoted by the interventions of the Structural Funds is fully sustainable. The Commission therefore requires a study which will set out an appropriate methodological framework for the evaluation of the impacts on the environment of the various interventions supported by the Structural Funds, and demonstrate the validity of the proposed framework by applying it in a number of regions assisted under the different objectives of the Structural Funds. The final report should incorporate proposals based on analysis of the needs, both of the Commission and other interested bodies, for information on the effects of the programmes on the environment, and examples with real data showing how those needs can be satisfied.
