The European Summer University is based on the competence of Norman High-Education Institutions and organisms related to maritime traffic security:

- The Institut Supérieur d'Etudes Logistiques, Le Havre ,- The Ecole d'Ingénieurs de Cherbourg ,- The University of Caen Basse-Normandie ,- The Institut Technique de la Mer, Cherbourg ,- The Préfecture Maritime de la Manche et de la Mer du Nord ,- The harbours of Cherbourg, Le Havre and Bremerhaven ,- The AMRIE : Alliance of Maritime Regional Interests in Europe,- The Direction Interrégionale des Affaires Maritimes, Le Havre
The programme is ensured by teachers, experts and European professionals, specialists of matters related to maritime traffic security, along with representatives of official authorities on the following themes :
- Maritime traffic security in Europe programme : environment, economy, logistics and technology,- Risk management within firms strategy ,- Environmental risk and legal consequences ,- Maritime and harbour security plans of action
