The European Commission, DG XIII, has published an invitation to tender concerning the provision of technical services, within the INNOVATION programme, with a view to establishing an Intellectual Property Rights (IPR) Help Desk.

The contractor will be required to create and maintain multimedia information services on intellectual property rights, including Internet-based information, tutorials and a multilingual telephone help-line. Tasks to be addressed will include:

- Web-site creation and continued design and upgrading;
- Telephone help-line;
- Multilingual support;
- Tutorial content creation;
- New media on the Web;
- Networking and building interfaces with other databases;
- Providing a multilingual entry point.

The Commission expects to conclude a contract for a two-year period, with one extension possible up to a total of four years.
