The European Commission, DG IV, has published a call for expressions of interest from experts with a view to provision of technical assistance in future competition policy cases in the fields of information and communications and the Information Society. The Commission intends to establish a list of potential contractors from which it will invite qualified candidates to tender as and when services are required. Contractors would be required to analyse and evaluate the impact which legislative developments in EU competition policy may have on the telecommunications sector and the Information Society. Experts are sought for the following sectors: - Economic analysis: the economic impact of restructuring, market behaviour and agreements, especially involving dominant players (namely concerning interconnection and access to essential facilities); - Regulatory analysis: including commercial impact of restrictive government measures and legislation, in particular the effects on market entry; - Interpretation of trends: convergence between information technology, telecommunications and media industries; vertical integration between content service provision and networks; global alliances and foreign direct investment; - Contact and communication with relevant market players and public policy-makers; - Telecommunications and value added services; - Access to content (TV channels, interactive services and other services); - Access to Internet (including prices); - Public network services; - Satellite communications; - Cable TV communications; - Information technology and computers; - Internal software standards; - Software integration.
