The European Commission is holding a public hearing on the subject of 'Electronic commerce: jurisdiction and applicable law', on 4 and 5 November 1999, in Brussels.

Electronic commerce does not stop at the geographical boundaries between States, and action is required to regulate business deals, contracts and contacts conducted via the Internet. These relations will have links to more than one national legal system if the parties involved are domiciled in different Member States, and may need to have recourse to the rules of conflicts of law and determination of jurisdiction.

The two crucial questions to be addressed at the event are: 'Which court has jurisdiction to hear a dispute?', and 'Which law will that court apply to determine the rules applicable to that dispute.'
