Multisource Financing for Clusters in the New Programming Period: Mutual Funds and Diversification - Competence autonomy - Measurability

The financial perspective for 2014-2020 gives direct chances for grants supporting cooperation of enterprises within a cluster. ERDF, COSME and Horizon 2020 are only some of the available instruments for financing projects.

A financial model, which contains a well balanced mix of public and private money and includes other approaches like price and services or membership, ensures independent cluster management and allows a demand oriented coordination of research and innovation investments as well as facilitates the transfer of the research outputs towards the for-profit environment and the creation of new business.

Cluster Manager need to show a clear and measurable evidence of the results and clusters contribution to strengthen local economies, attracting new investors and improving knowledge transfer between research institutions and business. At this seminar among others the following questions will be discussed:

• How to ensure a long term multi-source financing in practice
• How to make good use of the EU 2014-2020 funding possibilities and integrate cluster policies into EU programmes
• How to avoid fragmentation and duplication of public R&D investments
• How to ensure diversification and constant adaption of your financing model
• How you can best measure the added value and performance of cluster development
• What are the most useful monitoring and evaluation mechanisms
• How to best manage challenges with the strategic organisation of cluster internationalization
• How and with which partners can you identify and analyse the regional potential for innovation
• How can your institution improve partnerships between business, public entities and research institutions
• What is the link between cluster policies and smart specialisation and how do you effectively use existing cluster initiatives and networks
