MOBILISING AND PROFESSIONALIZING TRANSNATIONALLY THE HEALTH NCP COMMUNITY, SKILLS AND SERVICES

Periodic Reporting for period 1 - HNN 3.0 (MOBILISING AND PROFESSIONALIZING TRANSNATIONALLY THE HEALTH NCP COMMUNITY, SKILLS AND SERVICES)

The objective of HNN3.0 is to facilitate the transnational co-operation between National Contact Points (NCPs) for the CL1 in order to achieve a consistent and harmonized level of NCP support. Action will last 7 years to bridge NCPs to next programme. Next to developing support for the facilitation of daily challenges for all NCPs, we put the focus on lowering the entry barriers for new NCPs and offer particular support services for Widening Country NCPs and applicants The role of the NCP has become progressively more visible and consistent alongside the 7th and 8th Framework Programmes. Moreover, since more than a decade, the EC is providing funding to develop joint actions that helps NCPs getting organized in international networks, thus contributing to best achieve its R&I and outreach objectives.

NCPs are again an essential component for the brand new programme Horizon Europe?s implementation. They can be envisaged as the ambassadors of the worlds greatest collaborative research programme in the Member States (MS), Associated Countries (AC) and Third Countries (TC). By spreading awareness, giving specialist advice, and providing on-the-ground guidance, they must ensure that the new programme becomes known and readily accessible to all potential applicants, irrespective of sector or discipline. HNN3.0) Health NCP Net has been made to give continuity to the previous network set up under H2020 and to maintain its identity and recognizability within both the NCP community and the wider applicants community, and because CL1 is sometimes referred to only as ?Health?, for shortening and
simplification reasons. Four major target groups are addressed in the 7 years project activities: i.) appointed CL1 NCPs, ii.) their clients/ applicants, iii.) other NCPs and important stakeholders, and iv.) the European Commission/HaDEA.
The work carried out from the first to the fifht reporting period (84 months in total) reflects the goals outlined in Annex 1 and in particular towards the support and further development of the NCP role and capacity according to the needs of Cluster 1 Health community.

WP1: Managament and Coordination
WP1 aims to ensure an effective and efficient management of the whole project (e.g. costs, time, results, risks). Moreover, the project management structure will be consolidated ensuring an efficient operational management including administrative and financial procedures to guarantee a timely delivery of the results with an adequate quality level. WP1 objectives may be, thus, summarized as follows:
▪ Ensure that the project meets its objectives within the time and budget constraints.
▪ Manage and monitor the evolution of the project, including reporting.
▪ Facilitate communication within the consortium and with relevant CL1 actors (supporting WP5).
▪ Support partners with administrative and financial issues.
▪ Measure project activities impact.
▪ Manage and distribute project funds.

WP2: Capacity building programme for NCPs
- Assess the knowledge of Health NCPs and their training needs in order to build a capacity building programme to improve their knowledge and skills.
- Design and implement a solid training programme for Health NCPs, taking advantage also of offers of training made by other NCP networks.
- Increase and strengthen the skills and knowledge of the NCPs, with a special focus on newcomer NCPs.

WP3: Development of Tools for raising participation and quality of proposals in Cluster 1
Raising participation and quality of proposals in Cluster Health by supporting NCPs in their daily work with targeted materials and tools, for the benefits of their clients and the quality of their services. Some material and tools may be slightly modified for direct use by (potential) applicants.

WP4: Matchmaking: Raising participation and quality of proposal for Cluster 1 Participant
- Raising participation and quality of proposals in Cluster 1 by supporting the matchmaking among applicants.
- Guarantee exchange of experiences with relevant networks and stakeholders through the “Exchange and Build workshops” programme.

WP5: Networking and Cooperation
- Identify and centralize communication with other networks of NCPs, actions and communities of stakeholders within HE and in other European programmes relevant for the Health Cluster
- Establish formalized collaboration with such networks, actions and communities of stakeholders and design collaboration plans that will be rolled out partly in WP5 and partly in other WPs.

WP6:Lowering the barriers for newcomers and participants from widening countries in Cluster 1
- Identify gaps and needs of potential new participants from under-represented sectors in Widening Countries.
- Increase visibility and highlight expertise of health sector stakeholders in Widening Countries.
- Increase submitted proposals and funded participations in CL1 project consortia for Widening Countries, including “hop-on” scheme implementation.

WP7:Communication and dissemination
- designing and implementing the Communication and Dissemination plan addressing all levels of project life cycle;
- defining the Strategy for the long-term Impact, exploitation and sustainability of the project;
- enhancing the visibility of NCPs and their services from all WPs through the website and connections with other NCP hubs for information.
- 70 % CL1 NCPs (from Members States/Countries in progress to association/Third Countries) with knowledge, skills and competences to support participation in Horizon Europe, enhanced and strengthened.
- Applicants and potential applicants – with a special attention to Widening Countries - provided with a coherent and effective set of information to successfully participate in CL1 and other health-related opportunities offered by the programme (downloaded 50000 items among HNN3.0 materials, toolkits, workshops, etc.).
- Successful matchmaking services (involving at least 8000 participants) provided to facilitate partnership building for the participation in CL1 (and other health-related fields of Horizon Europe) – with a special attention to participation from Widening Countries.
- Networking and cooperation with at least 10 other NCPs Networks within and outside Horizon Europe, enhanced and strengthened, in synergy with EC and HaDEA, improving CL1 NCPs services and initiatives.
