Rezultaty
This deliverable shall report on Tasks 1.1, 1.4 and 1.5. It shall include: (i) a survey of current and upcoming climate legislation, regulations and policies to identify areas where Innovation Procurement could enable access to innovative solutions to tackle unmet challenges, at EU, regional and local level based on the geographical coverage of procurers mapped in T2.1; (ii) an updated snapshot of existing main climate change issues in MS and in the five application domains; (iii) a review and analysis of existing regulations, policies and practices related to Innovation Procurement, completed by results of a questionnaire to identify potential legislative obstacles to the implementation of a PCP; (iv) a methodology to map procurers’ needs in the five application domains, linked to priority areas identified by the European Green Deal and to an analysis of how multi-lever CS combinations can best support regional or city plans for systems transformation; and (v) a report on the outcomes from workshops and roundtable discussions that build on the results of the questionnaire and the systems mapping to identify common needs and barriers.

Ecosystem relations and synergies, policy briefs and communications report (odnośnik otworzy się w nowym oknie)This deliverable is linked T4.3. It has the objective to provide feedback to key climate, procurement and space data related regional, national and EU policy and decision makers. CKIC, CA, EURADA, AV and CPS will seek to recommend policy actions to such stakeholders through 10 policy briefs and targeted policy communications that could further support and enhance the uptake of innovative procurement practices and EO-based CS. This report will also description other type of contributions made by partners to important policy strategy documents and action plans. For instance, Climate Alliance will contribute to the update of the Sustainable Energy and Climate Action Plan guidelines prepared by the Covenant of Mayors.

D3.2 will therefore serve to provide a detailed summary of the activities carried out in the context of the four e-pitching sessions and the four open market consultations and the business case and value calculations analysis.
Orientation paper to address procurement challenges (first version) (odnośnik otworzy się w nowym oknie)D3.1 is to be delivered at M18 and is linked to Task 3.1 – Finetuning and aggregating procurement needs and selecting procurement challenges, Task 3.2: State-Of-The-Art (SOTA) analysis to great extent, and to Task 3.3: Open market consultations with state-of-the-art CS providers to a lesser extent. Indeed, the outputs of Tasks 3.1 and 3.2 will be reflected at midterm of the project (M18) into the first version of orientation paper to address procurement challenges. This deliverable (D3.1) will provide a summary of the analysis conducted which allowed to prioritise the recommendations for those procurement challenges displaying a higher climate and procurement impact and that already indicate potential for a PCP as the right approach to address these challenges (T3.1). It will also provide a detailed overview of the methodology and tools implemented to conduct the SOTA analysis and the results of the SOTA analysis (T3.2). In addition, this deliverable will also inform about the specific objectives of Task 3.3 and the methodology and tools to organize and conduct the four e-pitching sessions and the four open marketing consultations later on.

Report on results from SOTA analysis, e-Pitching sessions and OMCs, Business case and value calculations, selected best procurement strategy and tendering document (odnośnik otworzy się w nowym oknie)D3.3 is to be delivered at M24 is primarily linked to Tasks 3.1, 3.2, 3.3, 3.4, 3.5 and 3.7. This report be a final report providing a detailed and logical summary and discussion of all the methodological steps carried out under WP3 and explain how they fed into each other. D3.3 will recall the activities conducted during the fine tuning and aggregation of procurers’ needs collected and the analysis performed to select the procurement challenges (T3.1) subject to further analysis and that represented the focus of the e-pitching sessions and open market consultations. In addition, this report will detail the method and results of the SOTA analysis which also allowed to select the most relevant technologies and services displaying the highest potential for tackling the procurement challenges selected (T3.2). It will further summarize the findings and results of the four e-pitching session and open market consultations (T3.3) and the business case and value calculations (T3.4). It will then discuss how the key takeaways of these tasks informed the choice for selecting the best procurement strategy and therefore the rationale for conducting the PCP (T3.5). Finally, this report will also contain some template documentation for the tendering documents to be produced for the preparation and launch of the future PCP ( T3.7).
