Upgrading Lower Silesia From Regional Innovation Strategy Towards Operating System

The importance of this proposal lies in catching the momentum for building new models of innovation flows from the science base to industry with the clear support of the regional parliament and the newly created policy documents. It is also the intention of self-government to achieve a profound future development on a long time horizon and foresee the pilot projects to satisfy future objectives. The consensus for Regional Innovation strategy has been already started, but the learning approach for all the regional actors (academics, business and administration) needs to be supported by a partner with outstanding experience in innovation systems and excellent links to other European networks and programmes. With the objective to build capability in Lower Silesia and ensure sustainable outcomes in all RIS-related fields and beyond, SEZ will accompany the project as a strategic partner making available its manifold bridging functions: linking regional actions to European initiatives, linking the different RIS actors from Lower Silesia to their respective partners (companies, RTO organisations, policy makers) in other regions, and integrating the different parts of an innovation process (long-term strategies, concrete action plans, RTD and TT, cluster- SME - and entrepreneur-support etc. The draft version of innovation polices requires evaluation and adjustments, therefore the RIS/RITS methodology will be supported by IMG Innovations-Management, who did the research for the Rheinland-Pfalz region. The mai n goal of UPRIS is to increase the competitiveness of regional SMEs. This aim requires speeding up Lower Silesia innovation mechanisms. Simultaneously, to creation of an action plan to be adjusted to the strategy document, the innovation activities need to be implemented. They should focus on systematic increase of technology transfer, matching local research potential to the regional economy market, supporting selected sectors.
