ASSESMENT OF RESEARCH POTENTIAL OF AEGEAN AGRICULTURAL RESEARCH INSTITUTE

Final Report Summary - ARPAARI (Assesment of research potential of Aegean agricultural research institute)

Aegean Agricultural Research Institute (AARI) was established in the name of 'Crop Research and Introduction Centre' in 1963 as International Regional Research Institute for South West Asia. The mission of AARI is to carry out research in order to innovate on crop production in Turkey and also conducts and coordinates the national Plant Genetic Resources and Plant Diversity program and operates the National Gene Bank. Institute operating under the General Directorate of Agricultural Researches belonging to the Ministry of Agriculture and Rural Affairs.

AARI can get benefit from the European Research Area (ERA) and integrate to further activities of Framework Programs (FP) and prepare projects for cooperative activities and/or joint RTD proposals as one of the well organised partner centre on agricultural research programs and centre of excellence. Therefore, the Institute can serve better its research capability at regional, national and international levels. However, shortages both in infrastructure and staff capacity are main constraints preventing the institution to do so and integrate to ERA. The constraints for AARI was assessed and an application to strategy formulation and its incorporations into the strategic development was described in the plan of action for the further development and improvement in this project.

The main objective of this project was to evaluate the research quality and capability and describe the strengths, weaknesses, opportunities and threats of the research potential of AARI by SWOT analysis and evaluation of the status of this institute, and to prepare an action plan to improve the research capacity for sustainable integration to the ERA.

The project was conducted under three work packages (WPs): management (WP1), SWOT analysis (WP2) and evaluation and action plan (WP3). The objectives, tasks and deliverables of all related work packages were realised during the implementation of the project.

Four milestones and 13 deliverables indicated in DoW were achieved by performing the 15 tasks of three work packages of Arpaari. Milestones which were kick off meeting, SWOT analysis, evaluation report, action plan and final report were successfully realised. The project outputs were shared with public and stakeholders by press release, project brochure and project webpage under AARI web site.

During the framework of the project AARI assessed its strength and weaknesses via this project. SWOT analysis results indicated that AARI is in very suitable climatic conditions for agricultural research. Institute collaborates with various national, regional and international institutions (Tubitak, national institutes, universities, UN-FAO, Bioversity International, Icarda, Icrisat, Cimmyt, CIP etc.). However, the current research capacity in terms of the number of qualified scientists and state of the art equipment is judged insufficient.

Project outputs proven by accepted international norms are one of the tools which was used by AARI, both at national, Regional/EC and international level. So, for achieving higher level of competence, AARI ready to take immediate action to improve the research entities' RTD capacity for increased contribution to regional economic and social development and participation in future calls of FPs. To do so the first action would be the preparation and application of a Regpot project to the future Framework Programmes. Therefore, AARI expects better integration EU norms via implementing action plan and applying new frame work projects in coming years. In addition, as a good example, AARI has opened a door for other agricultural research institutes to improve themselves in according to their missions and mandates for integration to EU regarding agricultural research.

In summary, the overall objective of the project was to contribute towards improvement of the research potential of the AARI.
