Final Report Summary - ERMOS (Estonian Research Mobility Scheme)
The ERMOS scheme objective was to support 45 researchers at the beginning of their research career to continue their research in Estonian R&D establishment with the possibility to undertake a grant period of two or three years. As the scheme targeted non- Estonian researchers and researchers currently working and residing outside Estonia, the ERMOS scheme enhanced the mobility opportunities of experienced researchers.
After 3 calls altogether 45 Fellows have accepted the grant, the eligible researchers were researchers who obtained their PhD degree no more than 5 years prior to the ERMOS deadline.
The ERMOS scheme encouraged both men and women to apply. By allowing career breaks to the applicants (typically for parental leave), the ERMOS scheme provided the opportunity to women to combine work and family life. This encouraged more women to apply to ERMOS and more women to remain in research. The current balance of women considering all Fellows is 28,8% (target of gender balance for less represented gender was at least 20%).
The ERMOS scheme was open to applicants from all nationalities to increase the European-wide mobility possibilities for training and career development and support the trans-national mobility of experienced researchers, by broadening or deepening their individual competence; and to (re)integrate researchers into a research career in a Member State or Associated Country after a mobility experience. Recruitment of these fellows will be on an international scale. Fellows represent 20 nationalities over the world coming from Italy, Ukraine, China, India, Germany, UK, Russia, but also from Cape Verde, Nepal, Lithuania, Belorussia, Bulgaria and other countries. 9 Estonians of all Fellows have used the programme for reintegration.
The programme enabled to increase the number of Fellows by almost twofold, and the level of research significantly including researchers with international experience. The impact from improving the level of research and researchers as well targeting the research career and enhance research links among Estonia and Member states, Associated and Third Countries enriching the research environment of the Estonian R&D institutions is noticeable. The Fellows were encouraged to participate in Estonian research environment by participating or planning participation in other collaboration groups and schemes. Many Fellows have successfully applied for Estonian national grants (personal research funding), are active in developing the national programme on various fields (e.g. media, e-elections, informatics), became associate professors or continued their career in other countries as researchers, lecturers, associate professors or post-docs or even as researchers in private enterprizes.
To reach the widest community and to advertise the programme was published published in journal Nature which indicated the programme, call and logo in March 18, 2010, February 3, 2011, December 22/29, 2011 and on Nature online naturejobs.com website. The short description of programme was mentioned in November 25th, 2010 regional report of Estonia in Nature. All calls were announced in EURAXESS website which gave a reach to wider community of EU and outside.
ERMOS programme was introduced as the successful ongoing programme in Open Days 2013 -European Week of Regions and Cities The invitation asked to give a presentation during the workshop “MARIE CURIE spotted: Co-funding of regional and national programmes for the training and mobility of researchers by the Marie Sklodowska-Curie Actions”. During the presentation was given an overview of ERMOS programme and highlighted the significant impact of COFUND financing on research and science in Estonia.
Presentation of the programme ERMOS was made in a workshop on international conference “Invest in researchers” which took place in Vilnius 14.-15. November 2013. The benefits gained from COFUND projects and experience of obtaining and managing FP7 programme was presented.
The ERMOS fellowships are based on the local scheme for postdoctoral fellowships, but were heavily influences by the Marie Curie fellowship schemes. The programme contributed to the overcome the fragmentation by improving and consolidating the national scheme by bringing in line it with the European scheme. The ERMOS fellowships followed the Marie Curie schemes with regards to objectives, expected impact, evaluation methods and working conditions.
