Strategic policy intelligence tools for better science and technology investment strategies in Europe's regions

Cel

The RegStrat project is based on an ambitious integrating approach harnessing synergies from various knowledge stocks regarding strategic policy intelligence (SPI) tools, at different governance levels, in different policy and policy research fields, and i n different actor communities of Europe's regional, national and sectoral innovation systems.
Our main objective is to bring together, from research and practice, the dispersed knowledge regarding e.g. Foresight, Technology Assessment, Evaluation, Regional Innovation Audits, to develop
) a Compendium for a SPI tool set, adaptable for diverse regional contexts, and, to facilitate its adoption,
2) Guidelines enabling regional actors (in the private and public arena) to make widespread use of the Compendium to achieve the following impacts - improved focusing, effectiveness, efficiency and alignment of regional RTD 'policies' - higher mobilisation of investments for their implementation.
3) 3 pilot applications to test the concept in the 3 Objective-1 regions plus 3 validation events in the other regions,
4) policy recommendations and dissemination actions to ensure multiplier effects beyond project scope and timeframe.
As a stimulation of regional contributions to the Barcelona 3 % goal, RegStrat has been de signed to generate positive impacts on - increasing regional RTD investments, with a special view to the use of Structural Funds, i.e. through its impacts on - regional RTD governance and regional strategic knowledge base, - interregional co-ordination and co-operation, and their interaction and complementarities with EU and national levels. To optimise outcomes, the Consortium Members have been chosen with a view to working relationships already proven successful, and to adding European value with their complementary contributions: - know-how from different regional contexts - experience with different policy tools - practical, hands-on knowledge of different EU as well as regional programs
