Crop Monitoring for Food Security

Cel

Specific Objectives:

Demonstration phase: 2003-2004 The overall objective is to develop, together with partners (in particular FAO), and demonstrate, crop yield monitoring and forecasting systems in four pilot areas (Russia and Central Asia, Mediterranean Basin, Eastern Africa, South America):
1. To develop advanced methodologies and tools for crop monitoring and forecasting, possibly jointly with FAO;
2. To demonstrate pilot system for crop yield monitoring in 4 areas;
3. To set up 2 scientific networks (Eastern Africa and South America);
4. To contribute to the GMES intitiative by improving the information available for EU food security and food aid policy and to potentially play a role in relevant international GMES networks;
5. To define in detail customer requirements for pre-operational phase;
6. To play an advisory role to DG DEV for programmes and projects involving crop monitoring for food security, in particular in Africa. Planned Deliverables:
Climatological data base for the four pilot areas. Pilot data bases for qualitative crop monitoring in Russia, Central Asia and the Mediterranean. Pilot methodology and data bases for qualitative crop monitoring in Eastern Africa. Ad-hoc analysis at national scale, e.g Somalia bulletin. Prototype of crop assessment tool for food security 2 workshops on crop monitoring for food security in Eastern Africa and Russia Scientific networks for Eastern Africa and for South America (start) 3 Scientific presentations, 2 peer-reviewed publications, 1 workshop proceedings.
Summary of the Action:
This action aims at supporting the European Union Food Security and Food Aid Policy through an improved assessment of the crop status in regions/countries stricken by food shortage problems. Accurate and timely information on crop status is needed to properly calibrate and direct European Food Aid, in order to prevent food shortages and consequent human suffering, and to avoid possible market disruptions due to un-necessary food aid distribution. DG AIDCO and RELEX, are the main Commission customers for this work. The action will focus on the development of methods, tools and systems for crop monitoring and yield forecasting in selected parts of the world. It will be based on state-of-the-art input data issued from remote sensing sources and global meteorological models. Agro-meteorological and statistical modelling will be core activities of the action, building on the existing knowledge and methods developed by the MARS project for Europe and by partner organizations for other parts of the world.

The geographical dimension of the Action is primarily developing countries where the population is affected by or vulnerable to food shortage problems. Four pilot areas are covered: Russia and Central Asia, the Mediterranean Basin, Eastern Africa and South America. Global coverage is envisaged in a later phase. In addition to the developing world, which represents the primary scope of the Action, major grain producers such as Russia and Argentina are also covered. The work will be carried out in close collaboration with the Food and Agriculture Organization of the United Nations (FAO) and European and international partners. Scientific networking will be a key activity of the action. After the initial development and demonstration phase (2003-2004), the methods and systems will be tested on a pre-operational basis (2005-2006).

Interaction with customer DGs and adaptation of the systems to new requirements will be a continuous task Rationale To properly calibrate and direct European Food Aid and ensure a good use of communitarian funds, the EU needs information on food aid requirements which is independent from commercial and national interests. In the framework of the GMES initiative, thanks to the experience acquired by the MARS project during the past 12 years and to the existing partnership with FAO, JRC can contribute to the improvement of the information at disposal of the EU for the management of its Food Security and Food Aid policy. JRC will provide a R&D support for crop yield assessment which complements and strengthens the food security analysis made by the FAO and used by EU services.
