Cel Collinear laser spectroscopy plays an outstanding role in exploration of nuclear structure off the valley of stability due to extremely high cross sections for optical resonance excitation on the atomic scale. Information on nuclear properties is obtained from Hyperfme splitting and isotope shift [1]. Another, complementary technique is the combined spin polarization by pumping with circularly polarized laser light and beta-NMR spectroscopy, with the latter using beta-decay of short lived nuclides [2]. In this approach instead of analysing optical spectra one measures the nuclear g-factor in an external magnetic field and the nuclear quadrupole interaction with the field gradients at the site of the nuclei in a host lattice. Both techniques investigate nuclear parameters such as nuclear moments and charge radii (the latter in case of classical collinear laser spectroscopy).Accurate measurements of these properties serve as stringent tests of nuclear models (especially the nuclear shell model). This helps us to improve our knowledge of the nuclear structure and extrapolate the model predictions into regions where nuclei have not yet been observed. The proposed COBEN project will aim at investigating the properties of the halo nucleus Li and the neutron- rich as well as neutron-deficient magnesium isotopes. It will also involve searching for effective methods of beam polarization, as well as testing the novel techniques of laser ionization. The research will be pursued at Isotope Separator OnLine DEvice ISOLDE at CERN, where until now research on nuclear moments and charge radii of unstable isotopes has been carried out, using both experimental techniques mentioned above.
