Conference Braingain, the Instruments The Conference is organized by the Ministry of Education, Culture and Science, in close cooperation with the Nuffic (the Netherlands Organization for International Cooperation in Higher Education, also participant in the Dutch Network of Mobility Centers) during the EU-Presidency of The Netherlands, in The Hague on September 29 and 30, 2004. Theme The main theme of the conference will be to obtain insight in goals, effects and the effectiveness of a number of instruments of the European Commission in order to strengthen the European knowledge economy by increasing mobility of students, researchers and highly skilled professionals and by creating an attractive labour climate for these professionals. This theme is narrowly related to the EU-Communications 'A Mobility strategy for the European Research Area' (June 2001) and 'One profession, multiple careers' (July 2003). Objectives and relevance to objectives of the Specific Program The overall objective is to give, in the context of the Lisbon Process and the Spring Council conclusions of 26 March 2004, an important contribution to the development of EU Research Policy aimed at further strengthening of the European Research Area and the preparation of a next Framework Program more in particular. Specific attention will be given to the initiatives to enhance career perspectives for researchers in Europe and to the guidelines for regulating the entry and residence of non-EU nationals for the purpose of study and research. This is relevant to the Human Resources and Mobility Program, conducting during the 6th Framework Program.
