The boosted version of the web site will include all project outputs and will link with social media tools, enabling the immediate dissemination of all updates throughout the INTRAW social network.
Project image and stylebookThe project image and stylebook will define the project logo, image-specific design elements and various templates that will be used for creating a uniform appearance to all media supports concerning INTRAW.
Basic project websiteThe web site will be built using open source software and the content management will be provided by EFG, based on contributions from all partners. EFG will coordinate the management process, and make sure that it is understood and accessible to all partners. This approach ensures a collaborative effort of all partners, instead of having one webmaster providing all the content. QC/QA will follow the procedures of the Database Process manual.
INTRAW social networkINTRAW social network will foster alternative dissemination routes for key stakeholders, including political influencers and opinion makers. Diffusion of information will be achieved via several channels that directly aim at mobilising geosciences networks, including the Partners’ own dissemination pathways. The dissemination effort will combine Twitter, LinkedIn and Facebook tools, reaching more than 150.000 geoscientists working in academia, research, government, industry and NGOs.
The roadmap to the implementation of the strategic plan will take into account lessons learned from the analysis of the target countries, and will include definitions of goals, resources, time-line, performance indicators and key success factors.
Observatory Network PlanThis plan includes a list and contact details of EU and non-EU stakeholders pertinent for the International Observatory for Raw Materials, defining target organisations for the establishment of MoUs or joint international cooperation activities, facilitators/catalysts of the MoUs, and a prioritization for the establishment of MoUs, to be considered on the short, medium and long term (up to 10 years). Hence, D3.3 will support the implementation of the four action plans (research, education, industry, recycling/substitution) and the launches of new services to be provided by the Observatory, as outlined in the Business Plan. This deliverable will also indicate how the Observatory should liaise with representatives of existing EU and global bodies and initiatives (EIP Raw Materials, EIT Raw Materials, JRC RMIS, UNEP, OECD, G7, CRIRSCO, etc).
Risk management agreementIn this task, both identified risks and emerging, unforeseen, risks (to the project and/or project intedrty) will be accessed during its implementation. Such continuous assessment of risks during the implementation of the project will be the basis of effective risk management.
Country reviews for Australia, Canada, Japan, South Africa and the United StatesA contextual analysis will be made to identify the boundary conditions and the overall backdrop against which activities related to raw materials have evolved in tAustralia, Canada, Japan, South Africa and the United States. Country reviews for these countries will include these findings.
Action Plan for cooperation on the recycling, management and substitution of critical raw materialsThis action plan for joint research will be based on thorough analysis, priorities and goals related to management and substitution of critical raw materials. It aims to ensure the exploitation of synergies with international applied research and innovation programmes.
Transactional report on research and innovationThe transactional analysis of research and innovation in the target countries will aim at a better understanding of the research/innovation processes and structures in these countries. Results will be processed and presented in an appropriate form to be used as an input into the repository system to be developed in WP1.5
Action plan to enhance cooperation on international industrial and trade policies on raw materialsThe action plan will follow the generic strategy defined in WP 1.4 and WP 2.1, and it will consider the EU industry and trade priorities and goals. The development of this action plan will ensure the exploitation of EU strengths, considering the international context of industry and trade policies. The action plan will include the definition of tasks, milestones, a programme calendar, the resources allocated and the corresponding responsibilities. The action plan will also include key performance indicators and performance targets and control measures for a better identification of industry and trade needs, shortage of skills and related R&I priorities.
Action plan to enhance international education and outreach activities on raw materialsAction plan to achieve relevant educational and training priorities, goals set to address any shortfall in provision and use of synergies created by collaboration between EU organisations, as well as opportunities for strategic partnerships with international and world leading educational providers that can assist in advancing the EU education, skills and training agenda.
Database Process ManualThe Process Manual will define data acceptance criteria, quality objectives, quality control/quality assessment procedures and the duties/responsibilities of the different functional operators of the database.
Transactional report on industry and tradeSystematic analysis of industry and its agents in the raw materials sector. The methodology for this analysis will follow the Michael Porter 5 forces framework and it will be based on interviews with relevant industry and trade stakeholders. For each target country analysis will be undertaken through the mapping of industrial clusters related to raw materials, and the way these clusters affect global competition. The results obtained will be combined in several dimensions to better understand the generic strategies that global companies based in the target countries are using to increase their competitiveness. This approach will allow definition of appropriate drivers beyond successful industrial development and trade of raw materials
Communication and Dissemination PlanThe communication and dissemination plan will ensure the coherence of the project “core messages” across the various channels used, and a strategic coverage of different audiences, combining timing and different media supports with consistent message content, structure and format.
Transactional report on education and outreachFor each country a survey will be undertaken of raw material related education provision and industry needs. Workforce plans will provide a measure of demand for particular skills based on shortages. These will be combined with information from companies and other direct employers to assess the extent of demand drivers for education and training and examine the suitability of learning outcomes and course contents. All this information will be used to define critical metrics for comparison with EU countries that will form the basis for the development of Action Plans in WP 3
Project reportsThe main objective of the task is to prepare and finalise project management and financial reports based on the contributions of each of the partners in the consortium, and also reflecting a continuous discussion with the financial project officer.
Strategic plan to international knowledge-sharingOverall strategic plan for the implementation of the action plans in WP2.2-WP2.5. This will require archive data reprocessing and the analysis of academy-industry innovation value chain, in order to produce a strategic gap analysis (of the EU) at Member State level covering all the relevant factors and indicators identified in the target countries analysed in WP1.
Standardized methodology for the analysis of the contextual environment of a country and its relation to raw materials’ achievementsThe methodology for the analysis of the contextual environment of a country and its relation to raw materials’ achievement includes an extensive bibliographic analysis covering socio-political constraints, historical evolution, laws, codes and standards, linked with analyses of existing indexes (e.g. the International Management Development World Competitiveness Yearbook and the Hofstede's 5D Model of Cultural Dimensions). Neighbourhood relations and geographical constraints, together with general geology and history of industrial development and relationship with raw materials exploration and exploitation will also be considered.
Plan on Innovation ManagementThe Plan on Innovation Management will include the mapping of the factors that affect uptake and adoption of new innovations, and a dashboard of the innovation uptake levers.
Report on cooperation agreements and joint initiativesThis report aims to follow-up activities of the Observatory, namely signed agreements, safeguarding their implementation, boosting additional framework agreements into practical implementation.
Fact-sheets for political and governmental stakeholders and PR eventsIn addition to the one-to-one involvement based on INTRAW’s own professional network, INTRAW considers the investment on public relations activities in existing specialised conferences. To reach European politicians and policy makers the project will organise exhibitions related to raw materials supply chains at the European Parliament and in the European Commission facilities, associated with specialized workshops for Governmental officers. The fact-sheets will be important awareness raising tools to be used in all public relations activities targeted to policy makers and influencers.
Action plan to enhance international research and innovation activities on raw materialsThe action plan ensures the exploitation of synergies with existing bilateral, multilateral and international applied research and innovation programmes and the creation of new ones. It includes high level definition of scheduled tasks, allocation of resources and responsibilities as well as their relation to key performance indicators, performance targets and control measures.
Organisational project chartThe organisational project chart to be delivered is a supporting element that will ensure a most efficient and profound administrative project steering.
Report on cross-cutting synergies, emerging scenarios and their potential impact on international cooperation on raw materialsThis programme will integrate cooperation schemes for education, research and industry involvement along the raw materials value chain, also reacting to emerging issues as they may be identified during the implementation of WP2.1-WP2.5. The goal will be a better adaptation of strategic goals, action plans and control activities to previously unforeseen opportunities (and threats) in the international raw materials environment.
Second phase of the international intelligence repository of raw materials , aimed towards a larger number of stakeholders. The definition of the database architecture will be informed by the findings of previous work packages to allow structured and relational country analysis, having access to a range of information from different perspectives.
Programmed on-line Data RepositoryDatabase (under development, pilot stage, limited access to project partners) that is supported by an appropriate user interface enabling collaboration and information exchange between stakeholders, enhancing enhance cross-cutting analysis and the explanation of the achievements made in advanced countries with respect to applied research and innovation, joint educational and skills programmes, trade aspects, exploration, exploitation, processing, recycling and substitution in the raw materials sector.
Diffusion of information will be achieved throughout several channels that directly aim at mobilising geosciences networks. This process will be aligned with the Communication and Dissemination Plan (D 4.2).
The Data Management Plan will detail what data the project will generate, whether and how it will be exploited or made accessible for verification and re-use, and how it will be updated and preserved.
