Despite significant support for the hydrogen mobility sector, there remains low take-up of fuel cell electric vehicles (FCEVs) and vehicle sales remain low. This is a significant issue for the commercialisation of the sector, as whilst sales volumes are low, vehicle production costs and prices remain high. The lack of demand for hydrogen also damages the business case for investment in early hydrogen refuelling stations (HRS). The ZEFER project proposes a solution to this issue. ZEFER will demonstrate viable business cases for captive fleets of FCEVs in operations which can realise value from hydrogen vehicles, for example by intensive use of vehicles and HRS, or by avoiding pollution charges in city centres with applications where the refueling characteristics of FCEVs suit the duty cycles of the vehicles. ZEFER aims to drive sales of FCEVs in these applications to other cities, thereby increasing sales volumes of FCEVs and improving the business case for HRS serving these captive fleets. ZEFER will deploy 180 FCEVs in Paris, Copenhagen and London. 170 FCEVs will be operated as taxi or private hire vehicles, and the remaining 10 will be used by the police. The vehicle customers are all partners in the project to facilitate the quick deployment of vehicles (the majority of vehicles will be deployed by the end of 2018) and FCEV mileage will be accumulated rapidly (with potential mileage as high as 90,000 km/year in Paris; while in Copenhagen and in London mileages are expected to be in the range if 60,000 km/year and 40,000 km/year respectively). These applications mean that vehicle performance will be tested to the limit, allowing a demonstration of the technical readiness of new generation FCEVs for high usage applications. The vehicles will be supported by existing and planned HRS. ZEFER will complement these ambitious deployments with robust data collection, analysis of the business cases and technical performance of the deployments.
Key progress during the 4th period of the project includes:
• A third deployment site was confirmed in Copenhagen. DRIVR and Toyota DK were identified as the most appropriate option in terms of application (taxi with high mileage) location (European capital) and project timeline (quick deployment).
• Following delivery of vehicles in Copenhagen, all project’s vehicles have been delivered: 180 vehicles. At the end of P4, 152 vehicles were in operation.
• The ZEFER vehicles in service have been operated rigorously in everyday operation and have driven over 9.3 million kilometres as of June 2022. Milestone M6 (vehicle driven > 10M) should have been reached by the end of P4 but due to delays in the vehicle deployment in the Danish side, this was not the case in August 2022. However, the

Milestone shall be met by Q3 2022.The vehicles have performed exceptionally well, with fleet drivers and operators noting a positive experience with the technology.
• HRS in France, in the UK and in Denmark have dispensed 88 000kg of H2 to ZEFER vehicles as of June 2022. The re-deployment of the STEP fleets (after a long interruption due to the Covid-19 pandemic) and the deployment of the DRIVR fleets in P4 have had a positive marked impact on the utilisation of the stations and has contributed to the Porte de la Chapelle and Orly (Paris Sud) stations in Paris and the Copenhagen HRS becoming amongst the most used in Europe and flagship facilities.
• Except from the ongoing works in Paris, all the upgrades have been performed. In P4, the upgrade on the Zaventem HRS has been completed in June 2021. This upgrade allowed to run the HRS more quickly, safely and efficiently. The main targets are reducing refuelling time and achieving a high level of State of Charge at each refuelling.
• Additional technical reports (quarterly, annual and public) have been carried out by data analysis partner, Cenex. The latest quarterly report contained data until just before the end of P4 (June 22). The peak of number of data-reporting vehicles (104) has been reached in Q2 2022, due to the increase in vehicles through DRIVR’s deployment in Copenhagen.
• Key reports have also been issued as part of the ‘stakeholder acceptance’ work package (WP4), this includes a new iteration of the costumer value proposition and on the ‘Vehicle user feedback provided to WP3’.
• Dissemination work has been on-going throughout Period 4. Work has included an update of the dissemination plan, the project website and brochure. Social media has also been used as a key dissemination tool throughout the period.
• Effective coordination enabled the project to manage deployment risks and to find an alternative for the deployment of the third site (in Copenhagen). This required intensive monitoring to enable site approval.

Key next steps are:
• Deploying the 28 remaining vehicles in Denmark.
• Increasing the availability of the HRS in the project to reach the availability target of > 98%.
• Working towards the completion of HRS upgrades in Paris and supporting upgrades outside of the ZEFER project in London (OZEV funded).
• Furthering the analysis on the performance of HRS and vehicles to understand where technical improvements are required from industrial players.
• Publishing the last iterations of the business case and customer value proposition analysis, including recommendations for the commercialisation of the sector.
• Continuing the exchange of best practices and lessons learnt between partners in the project and with the wider hydrogen sector.
• Produce a final report and refine further the messages to be disseminated to the general public.
