The problem:
Roughly 75% of the European building stock is inefficient and is responsible for about 40% of EU´s energy consumption and about 36% of the CO2 emissions by energy. With the necessity to achieve a carbon neutral building stock for Europe by 2050 the deep renovation of buildings all across Europe is required. What we haven´t been able to achieve within the last 30 to 40 years, must now be accomplished within the next 2 to 3 decades. “If you do it, do it right” is the motto to be followed, in order to ensure any renovation measures to be fit for the future. The accessibility and delivery at the speed, cost and quality necessary of deep retrofits, are a challenge.
The importance for society:
By considerably increasing their energy efficiency, buildings do not only have the highest potential to reduce green house gas emissions, but also offer the possibility to implement renewable energy sources.More benefits include significantly increased supply and crisis security or relieves to the grid in the sustainable supply structure of the future. Deep renovation also delivers an optimal level of Indoor Environmental Quality and domestic value creation to the building occupants and owners. In addition a reduced energy consumption offers the advantage of lower energy costs and a higher independency from energy price developments.
The overall objectives:
As overall objective, outPHit is raising the awareness of the potential of highly efficient retrofits, improving and quality assuring the concepts and systems that are available, and supports stakeholders with better understanding and background to take more informed decisions. Also outPHit is developing monitoring schemes that enables stakeholders to implement monitoring devices in their projects and additionally connect to a building database, to be able to document the successful transformation of retrofit projects.
WP1 Coordination:
The first work package focused on the coordination of the day to day management work. These include the establishment of a online cloud base data exchange platform and regular jour Fix meeting among the partners. In these meetings, the partners can exchange information on various topics, share their problems and progress, and consult on deliverables and tasks. Between the partners, a consortium agreement was set up and agreed upon. In addition, a data management plan has already been successfully drawn up.
WP2 Reliable Deep renovation Systems:
In this WP, clearly the input from case study projects had been missing. Some general research was conducted nevertheless, but the feedback from practical implementation was missing. As a result it took a long time for the outPHit partners to collect information about building typologies and suitable renovation systems, as the contacts to providers or manufacturers were difficult without concrete renovation approaches.
WP3 Stakeholder Involvement:
Stakeholder involvement in WP3 has been difficult. Many stakeholders had either withdrawn during the Covid pandemic, or the exchange has been difficult due to communication.
Nevertheless some progress has been made. The concept for implementation of a practitioners group was created and started to inform municipality stakeholders about deep renovation. Various potential members of this practitioners group were approached early on in the project with a questionnaire to gather expectations among these stakeholders. The approach to other stakeholders from areas such as housing companies or manufacturers was similarly complicated. Various partners have invested time and effort in contacting stakeholders and encouraging them to exchange experiences.
WP4 Decision Making Support:
In this workpackage the outPHit partners have set up summer comfort guidelines and tools for the assessment of embodied energy in renovation materials and the potential to cover the buildings own electricity demand with PV systems were successfully created.
WP5 Case Study Projects:
The progress with the pilot projects has been very difficult for several partners. Some projects were delayed because the budget had to be re-calculated, some are delayed because the foreseen financing wasn´t available, some projects were stopped because the owners stepped back from their commitment. In total the outPHit partners have been working on 25 active projects. 8-9 of these projects were expected to be completed until end of 2022 or early 2023, so post occupancy monitoring can be started. However for 15-16 projects it is already clear that the completion of the renovation works will not be realistic before mid of 2023 or later.
For many of these case study projects, the activities according to the work plan couldn’t get further than first meetings and initial energy balance calculations, to illustrate the high energy saving potential of deep renovation.
WP6 Monitoring:
At the start of the project, the partners developed a scheme for a simplified success monitoring and described monitoring data specifications and the required equipment and set up guidelines for the implementation. Additionally, a method for the verification of the living quality improvement was developed. Both concepts were implemented in pilot projects where it was possible to install pre-monitoring sensors or take microbiological samples.
The partners also worked on the creation of a monitoring data base, which can receive monitoring data from monitoring equipment via internet and process it to provide information about the buildings consumption and indoor conditions.
A certification scheme for verified building performance was preliminary described.
WP7 Dissemination and Exploitation:
Since the beginning of the project, the outPHit partners have successfully completed various tasks. These include the development of the visual identity guidelines and the project logo as well as the creation of a communication strategy and an exploitable results plan.
The communication material packages were also structured and translatedy the various partners and uploaded as deliverables. Various press releases have also been published and the dissemination of news and updates about the project is always kept up to date.
The joint website of the project was created and launched. During the pandemic from late 2020 – late 2022, the outPHit partners held various online presentations in webinars or workshops and informed stakeholders about the benefits of deep renovation.
outPHit´s main goal is lower the barriers to the uptake of high quality deep retrofits by pairing prefabrication and streamlined processes with the rigour of the EnerPHit Standard for renovations according to Passive House principles. This EnerPHit standard goes far beyond the usual minimum requirements for renovation projects within the European member states. The project partners were able to demonstrate this in a study about the transformation building stock, comparing the building efficiency standard ambitions as foreseen by the coalition contract of the new German government in 2021 to an approach with buildings renovated to EnerPHit standard, whenever the possibility allows it.

Also the innovative and simple monitoring concept, including a monitoring database with connectivity to monitoring devices in post-occupancy monitoring projects allows to easily demonstrate the success of renovation projects in the future, to thereby promote deep renovation concepts among other stakeholders.
