QUOVADIS deals with the Management of Quality of Service (MQS) in digital TV operation covered by the MPEG 2 standard and involving a multi-provider, multi-operator, and multinational environment. The final objective is the satisfaction of the final consumers in terms of Quality of Service.
Therefore, there is an imperative need for automatically controlling and supervising the performance of the digital TV distribution, all along the chain, from the Service-Providers to the End-Users.
The main results will be prototypes of the Control/Correction functions including the tool for the translation of the Required Service into reference technical parameters and also realisation of a global supervision system.
Expected Impact
The expected impacts are economical, social, and legal. In particular, QUOVADIS puts an accent on the standardisation of an MQS System in Digital TV aiming at : interoperating, decreasing the European overall cost of equipment development, their serial costs, the exploitation costs. Afterwards, QUOVADIS, must facilitate the deployment of the new services.

Technical Approach
The QUOVADIS project entails the study of practical concepts, processes and technical means, to ensure the MQS in digital TV operation covered by the MPEG2 standard.
This management must be provided by automatic control through Control/Correction functions in order to measure, assess, and correct (i.e. commutation in redundancy or back up mode) the equipment and systems belonging to the distribution networks. In relation to the concept of Telecommunication Management Network (TMN), QUOVADIS adopts three hierarchical levels in a modular approach, allowing the control of equipment as well as part of a network or an overall network belonging to different operators. The overall distribution system receives in addition to the programme signals to be distributed, some management input data defining the Required Service, as well as the determined constraints and provides Management output data describing the Realized Service.
The project covers the three types of sub-networks: bouquetting (or bundling) networks, transport networks, and broadcast networks ; using one or any combination of three transmission variants : terrestrial, cable, and satellite.
Summary of Trial
The MQS prototypes delivered in the course of the project will be integrated, for fields trials, into an experimental system comprising an HISPASAT gathering network, a terrestrial network in Italy, and a cable network in France. In a second phase, the French National Host (terrestrial and cable) will be used in order to demonstrate the performance of the MQS concept.
The TMN platform will enhance the field trials in a significant way : by linking the different sites together, it will be possible to visualise the global status of the network and to take some corrective action in order to guarantee the global QoS as defined in the commercial contract.
