The project is composed of four main phases which are strictly inter-related and not necessarily sequential: definition and validation of a comprehensive satellite- universal mobile telecommunication system (S-UMTS) reference model; definition of the demonstrator architecture to be utilized for the system trials; implementation of the demonstrator; planning and execution of system trials. The reference model being developed within the project will state the characteristics and performance requirements of the procedures to be demonstrated. It is a high level specification concerned with services, interworking, mobility management and radio interface aspects aimed not only at serving during the phase of the projects but well beyond for future evaluation of S-UMTS systems and applications. The major results already achieved can be summarized as follows: definition of user and service requirements for the S-UMTS; first release of the S-UMTS reference model, to be updated at the end of the project in line with the result of the trials and simulations; definition of the architecture for the demonstrator to be implemented to conduct the trials; identification of network protocols and interfaces to be used in the demonstrator finalization and validation of protocols and interfaces specifications for the demonstrator; simulation activities including performance evaluation of protocols defined in S-UMTS reference models and definition of a suitable model to evaluate S-UMTS propagation aspects; implementation of the UMTS demonstrator and development of the necessary testbeds; performance of propagation trials.
Summary : INSURED aimed at demonstrating seamless 2nd generation services based on an integrated terrestrial/satellite, 3rd generation network platform. The INSURED Demonstrator exhibits 3rd generation network functionality based on the integration of an operational GSM network and the preoperational IRIDIUM system. Integration is achieved by a generally applicable interworking approach (including limiting cases of interworking functions being ). Since the INSURED Demonstrator is based on a commercially operated GSM network and a satellite based personal communication system in the preoperational state migration and evolution aspects are inherently taken into account. Dealing with interworking problems in a real public telecommunications environment draws the attention to interface problems between core networks rather than between the access network and the core network. As a consequence the attempt has been undertaken to upgrade the currently available UMTS reference models from ETSI and from other ACTS projects. The enhanced UMTS reference model in principle foresees additional interworking functions in both, the user's end system and between core networks. Networks are allowed to coexist side-by-side. By appropriate interworking means added UMTS value is provided.
Summary : The INSURED project has aimed at integrating a terrestrial GSM system and a Low Earth Orbit (LEO) satellite system. Dual Mode (Terrestrial and Satellite) Terminal (DMT) protocols and procedures for registration, interrogation, cell selection, cell re-selection, call set-up, call release, and (inter-segment) handover have been developed by consortium partners. Like in a GSM system, the initial cell selection needs to be successful in order to ensure the execution of any other procedure. Therefore, the INSURED DMT initialization starts by selecting an initial cell and then can be followed by a new cell selection or a call scenario. A call scenario starts by a call set-up that can be followed by several tentative handovers. Either the call set-up, or a tentative of handover can be interrupted at any time by a call release scenario. After formally specifying the protocols in SDL, the functioning of all protocols and procedures has been verified in real field trials using Motorola's LEO satellite system IRIDIUM and the GSM network of the Austrian GSM-operator MAX.MOBIL. For this purpose a demonstrator DMT as well as a Network Testbed (the interworking unit on network side) have been produced. The project consortium itself has identified at the beginning of the project the prerequisite that no changes should be imposed on existing systems. The protocols have therefore been designed in a way that they can be applied to and understood by any GSM compatible system. Hence, the INSURED protocols and procedures are of high interest both for satellite as well as terrestrial network operators and designers in Europe as well as world-wide.
