EUREGIONAL MULTI-MEDIA INFORMATION EXCHANGE

Cel

Closer cooperation between EU border police forces will be the immediate outcome of EMMI. The project is concerned with the sound implementation of the Schengen treaty in which the police are instrumental. As EU border crossings proliferate, EMMI will enable police forces to share information in a reliable, precise and timely manner. The demonstration phase will target the border region of Belgium, Germany and the Netherlands, where the main police information centres will be interlinked in a private network. Forces in other regions will help with subsequent project follow-up.

The immediate goal of the project is to enhance and stimulate cooperation between police forces in their daily work in a Euregional situation. The long term goal of the project is to stimulate police forces in other Euregions to follow-up on this project. To enable this follow-up, part of the project's end results will consist of guidelines for the design, development, implementation and organization in other European regions, based on the experience acquired by the project participants.

Basis for the project is the current situation and the Schengen Treaty. Actuality, timeliness, reliability and precision of information is of vital interest for the police in order to perform its task well. This is even more so in view of the increasing number of border crossings within Europe. The police is provided with means to share data and knowledge about activities in their area, about national procedures, regulations, exchange information about emergency situations, regional news, phone books, etc.

To achieve this, a demonstration environment is developed for the exchange of police information across national borders between Germany, Belgium and The Netherlands, by linking the main information coordination centers through a secured private network in the Euregion Aachen, Liège and Maastricht. The project is divided in two Trajectories: 1) Multimedia communication; 2) Multimedia Kiosk.

The tasks of the first Trajectory are to design, develop, implement, test and evaluate an environment consisting of soft- and hardware for the exchange of information through video conferencing tools with application sharing and electronic mail. The tasks of the second Trajectory are to design, develop, implement, test and evaluate an environment consisting of soft- and hardware for the publication of information (data and news) that can be accessed through a kiosk based on the World Wide Web and UseNet paradigm.
