Concerted utility review of WER-440 safety research needs (versafe)

Rezultaty

There are twelve operating VVER-440/213 reactors in the Czech Republic, Hungary, and Slovakia. The plant owners have carried out extensive safety enhancement programmes, which have included measures to improve prevention, mitigation and control of design basis accidents. Recently, there have been a number of projects to study the Severe Accident Management aspects of these plants. The plant owners have also initiated Plant Life Management programmes. The objective of the VERSAFE Concerted Action was to create a network of the VVER-440/213 plant owners and operators, which aims at definition of the further research needs of severe accidents and plant ageing from the utilities' viewpoint. The starting point was to formulate a general approach to severe accident management and plant life management and then proceed to define the needs for the additional information expected from the safety research. The role of national research institutes and organisations of the partner countries is of crucial importance in performing such research and thus creating and maintaining the expertise on the national level. The successful completion of the project assists in establishing well-defined research projects that are oriented to the needs of the end-users. A general SAM approach was developed within VERSAFE, in order to provide common ground for the further plant-specific discussions. The general approach forms a comprehensive SAM scheme for fulfilling both preventive and mitigative safety requirements. Among the plant-specific approaches, coolability strategies and mitigation strategies in containment were discussed in-depth during the project. Regarding mitigation strategies in containment, VERSAFE recommended that more extensive validation of the codes that are to be applied to the bubble condenser containment and source term analysis should be ensured. The recommendation was made to form larger integrated projects among bubble condenser plant owners and associated research institutes for running appropriate experiments and validation exercises. The EREC facility would be of particular interest in this context. In order to establish feasibility of IVR to the bubble condenser configuration, six specific research items were identified. Many of the items relate to the mechanisms for ensuring timely flooding of the cavity in the bubble condenser containment. Comprehensive review of the aspects relevant for the PLIM was carried out and the generic and plant-specific issues of VVER-440 plants were surveyed striving to define further research needs related to the ageing and plant life management. A general PLIM approach was formulated based on the ageing management process of the critical systems, structures and components (SSC). Future research needs and unresolved issues of the utilities with respect to ageing and ageing management of the SSCs as well as the PLIM issues were identified. Additional research recommended relates to understanding of degradation mechanisms, the lack of knowledge of the ageing processes and their impact on material behaviour. In addition, many identified unresolved matters are related to SSC ageing management issues that require more detailed review and further activities to be carried out also at the plants. The obtained results of the formulation of general and plant-specific SAM and PLIM approaches to the VVER-440 as well as the recommendations concerning the safety research needs to support the development of these approaches were collected to the Final Reports in the form of Handbooks on SAM and PLIM.
