Cel One of the main strategic objectives of the Fifth Framework Programme on Research and Technology Development is to increase the quality and extent of SME participation in RTD activities. However, SMEs with limited or no R&D capacity generally do not perceive the opportunities which participation in transnational projects and innovation can offer. To meet the main objective of this proposal taking into account the conclusions drawn from earlier stimulation actions and the structure of FP5 it is proposed to develop an integrated approach based on fixed modules, methods and tools capable of taking full account of the sector differences (and differences within one specific sector) and the needs of individual SMEs.
