Channel 'E': Development of an Education and Training Satellite Service

Cel

The proposed project will broadcast 4 series of programmes using transponders on the ASTRA satellite. There is, in addition an inquiry into the potential for distributing database services on this satellite within an educational service; and an inquiry into the potential for course accreditation.
A continuous schedule of public broadcasts on television has been produced on various educational and cultural topics. Also, a promotional video recording has been produced covering Channel E and European Commission activities related to the training sector.
The satellite:

The ASTRA satellite is an RCA Model 4000, with a launchweight of 1045 kilograms; positioned in a geostationary orbit at 19.2 degrees East. The transponders are fully eclipse protected, each with a 26 MHz bandwidth and a Travelling Wave Tube Amplifier output of 45 Watt. The Satellite transmits in the 11 GHz band with a coverage area intended to serve Western Europe. Multiple audio channels can be associated with each video signal to allow for simultaneous transmission of several language soundtracks.

The four programme series are intended to exploit the multi-lingual capability of the transponders; and are intended to reach a Europe wide audience. Cost benefit analyses of multi-lingual pan-European educational television broadcasts are a major deliverable of the exploratory project.

Reception of satellite signals will be via the appropriate satellite reception dish. Reception will also be possible via the cable network. The project will look into the possibility of reception via Microwave relay where this is already established i.e. in Athens, Cork and possibly in certain areas of the UK.
