ADVANCED CELL PLANNING METHODS AND TOOLS FOR THIRD GENERATION MOBILE SYSTEMS

Cel

The main objective of this project is the development of software tools that will allow the spectrum efficient planning of a UMTS network, given the available spectrum, the topography of the area to be covered and the quality and traffic requirements. Synthesis reports on quality and traffic requirements, cell design, propagation measurements and network algorithms will be provided.
The main objective of this project was the development of software tools that enable the spectrum efficient planning of a universal mobile telecommunications system (UMTS) network, given the available spectrum, the topography of the area to be covered and the quality and traffic requirements.

The technical approach included the following main points:
the preparation of a synthesis view on third generation mobile systems;
conducting a limited set of propagation studies providing detailed information on outdoor and indoor and 3-dimensional environments;
modelling for quality, traffic, cell topography, mobility algorithms and network evolution;
enhancing and structuring planning methods;
developing and recommending optimised cell design and mobility algorithms.

The following results have been achieved:
traffic models for planning;
material characterization for accurate propagation prediction;
propagation models;
assessment of hand over strategies;
planning software tools (kernal);
cell design methodology.
Technical Approach

The technical approach includes the following main points:

To prepare a synthesis view on third generation mobile systems.
To conduct a limited set of propagation studies providing detailed information on such environments as outdoor-indoor, 3-D, etc.
To study the requirements and modelling for the following parameters: quality, traffic, cell topography, mobility algorithms and network evolution.
To enhance and to structure the planning methods.
To develop and recommend optimised cell design and mobility algorithms.

Key Issues

As the number of subscribers to mobile systems increases, the pressure on the suitable frequency spectrum forces the use of smaller and smaller cells, requiring the re-use of available frequencies at smaller distances. With smaller cells the topography of the area to be covered becomes increasingly important, to the extent that individual buildings and street dimensions have to be taken into account if well defined cell boundaries are to be achieved.

Expected Impact

Support of UMTS standardisation.
Making efficient planning tools available to UMTS network operators.
