Can the mental processes of representation and decision-making in a major risk situation be modified

Cel

The objectives are: theoretical modelling of activities, events, communications in a crisis situation and comparison with mental patterns of decision makers; cross cultural comparison within European countries; specification, designing and testing of pedagogic tools, methods, simulation cases and expert system prototypes; and specification of recommendations in emergency management.

The potential for accidents of an international scope makes it urgent to engage in some prospective thinking that will help change today's prevalent crisis handling concepts. The purpose of the proposed study is to understand the thought patterns of the actors designate in a crisis, and to compare their modes of mental representation with patterns stemming from a systemic study of the handling of past crises on the European level (France, United Kingdom, Spain and Italy).

There are 7 main work programmes:
collection of crisis data and preselection of tools and methods;
systematic modelling and sociological analysis case studies;
synthesis and comparison at national and European level (cross culture comparison);
specification, design and test of pedagogic tools and methods, training programme, simulation exercise;
recommendations on a guide for decision makers in emergency situations;
and expert system prototyping software tool, implementation and validation.
