CICERO is a flexible integrated telematics system for tourists as well as for citizens planning to visit historical sites or museums in towns and cities. It can deliver printed standard or personalised itineraries for visits, either on site or from remote locations. A widely-available portable "visit guidance device" linked to the system offers users an ongoing guidance to sites along their route. The system also houses information on public transport and cultural events, with special emphasis on the needs of groups such as the elderly and disabled. All the information is obtained from a computerised multimedia information database through Internet.
The main goal of the C.I.C.E.RO project is to provide all citizens with a technologically advanced answer to the needs of rediscovering values, historical heritage and itineraries of the European history. The project aims at developing, prototyping and validating with end-users a flexible, complete and integrated system allowing a visitor to a foreign City as well as resident citizens to:
PLAN a visit while being in the city or even well in advance from a remote site. Planning the visit to a City could be based either on cultural interests or on city events. The plan can be obtained by selecting it among a set of predefined, well-established itineraries (including works of art, social and cultural events) or by building customised itineraries personalized by the user according to her/his interests. After the complete selection is made, the user receives a plan for the requested visit and a complete printout including a detailed guide. This operation can be performed by "local access" from a terminal located in the City or by "remote access" from a terminal located elsewhere, e.g. in another town joining the CICERO project.
GUIDE them by providing friendly and cost-effective tools to explore works of art and other main local cultural and historical sites. While following a planned itinerary or even during a simple visit, users could access detailed information concerning historical background, social and geographical environment, artistic influences related to a specific work of art. A central multimedia database will be created according to the most frequent requests. This information will be available both at Information Points (IPs), through Personal Computer (PC) workstations connected via INTERNET to the main Service Centre, and at Visitors Centres (VCs) located all over the City, through a small "visit-guidance device", CICERO, which could be also rented at tourist offices, hotels, travel agencies and in any IPs. The visitor could therefore be guided along her/his tour by CICERO, a portable and programmable information system providing a detailed vocal description of the place of interest extracted on-demand from the central database. The large amount of data stored in the database, covering different areas and sites of touristic, cultural and general interest, together with the easy access provided through hypertext techniques and multimedia presentation will provide a friendly and powerful tool to explore works of art according to personal culture, interests, and skills;
ASSIST them during their stay by making available an easy access to a central multimedia database storing all relevant information on City events, entertainments, public transportation, cultural services, etc. Thus, the user will be offered an effective support-tool to the City's services through a network of PCs located in distributed access points ( hotels, tourist offices, etc.).
Furthermore, the CICERO project will develop an Interactive Citizens Platform, called City User Interface, which will specifically cater for the needs of disadvantaged citizens and/or groups of citizens, such as elderly and disabled people living in isolated or distant residential areas or even young people missing facilities to actively participate in the social and cultural life of the City. This service will give information on events, special programs and other relevant opportunities of social interest. Moreover, it will also offers a platform for the different groups to communicate, to organise their time-schedules and to address isolated and passive people to join programs of public and semi-public activities.
For the implementation of these services, major technological developments will be avoided by exploiting the expertise of the main IT supplier joining the project (IBM) for the design and development of the system architecture and of the multimedia database and by using previously developed technology, the Interactive Vocal Information System (ECO) system (made available by the Italian National Research Council), for the realisation of the CICERO portable device.
The CICERO project is joined by different typologies of user Cities which have been selected to represent a wide variety of social structures, ranging from large capital towns through medium size cities to small tourist towns. This partnership will allow proper validation of the implemented demonstrators in many different social and cultural environments as well as the dissemination of the project results in four different EU countries, namely Austria, Greece, Spain and Italy. Further dissemination of the project results is planned by means of public demonstrations in other major European cities keen to promote their own cultural and historical heritage. As a final outcome of the project, the suppliers already joining the CICERO Consortium are strongly committed to form proper companies/consortia for the commercial exploitation of the implemented and validated prototype, even involving other industrial partners from outside the present consortium, if necessary.
