EU adopts multiannual framework programme for energy
The Council of the European Union has adopted the Decision on "a multiannual framework programme for actions in the energy sector (1998-2002) and connected measures", with the following priority objectives of energy policy: - Security of supply; - Competitiveness; and; - Protection of the environment. This framework programme is to be implemented through six specific programmes: - Development of a programmed for regularly monitoring the evolution of the energy markets and trends; - Reinforcement of international cooperation in the energy field; - Promotion of renewable energy resources; - Encouragement of rational and efficient use of energy resources; - Promotion of the use of environmentally compatible technologies in the solid fuels sector; and; - Activities in the nuclear sector relating to safe transport of radioactive materials and safety in nuclear facilities in countries included in the TACIS programme. The total budget for implementation of this framework programme is ECU 170 million, of which ECU 68m is for 1998 to 1999, but the ECU 102m for 2000 to 2002 is subject to review if it is not consistent with the financial requirements for that period. In the third year, 2000 to 2001, the Commission is to have an external assessment of the overall implementation conducted by independent experts of the overall implementation of the Community actions carried out under this framework programme.
